വിഎച്ച്എസ്ഇ സ്കൂളുകള്‍ക്കുമാത്രമായി പ്രിന്‍സിപ്പല്‍മാരെ നിയമിച്ച് ഉത്തരവായി

വിദ്യാഭ്യാസ വകുപ്പിന്‍റെ കീഴിലുള്ള വിഎച്ച്എസ്ഇ സ്കൂളുകള്‍ക്കു മാത്രമായി പ്രിന്‍സിപ്പല്‍മാരെ നിയമിച്ച് ഉത്തരവു പുറപ്പെടുവിച്ചതായി വിദ്യാഭ്യാസ മന്ത്രി പി.കെ.അബ്ദുറബ്ബ് അറിയിച്ചു.

തൊഴിലധിഷ്ഠിത ഹയര്‍ സെക്കന്‍ഡറി കോഴ്സുകള്‍ നടത്തുന്ന ഹൈസ്കൂളുകളില്‍ ആ വിഭാഗത്തിന്‍റെ ചുമതല ഇതുവരെ ഹൈസ്കൂള്‍ ഹെഡ്മാസ്റ്റര്‍ക്കായിരുന്നു. ഇവര്‍ തൊഴിലധിഷ്ഠിത ഹയര്‍ സെക്കന്‍ഡറി ഡയറക്ടറേറ്റിന്‍റെ അധീനതയിലുള്ളവരായിരുന്നില്ല. ഹൈസ്കൂളിന്‍റേയും, വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറിയുടേയും ചുമതല കാര്യക്ഷമമായി നടത്താന്‍ ഇവര്‍ക്കു പ്രയാസമുണ്ടായിരുന്നു. തൊഴിലധിഷ്ഠിത ഹയര്‍ സെക്കന്‍ഡറി സ്കൂളുകള്‍ക്കു മാത്രമായി പ്രിന്‍സിപ്പല്‍മാരെ നിയമിക്കണമെന്നു NVLA വളരെ വര്‍ഷങ്ങളായി ആവശ്യപ്പെട്ടു വരുന്നുണ്ട്.

ഓരോ സ്കൂളിലേയും ഏറ്റവും സീനിയറായ വൊക്കേഷണല്‍ അല്ലെങ്കില്‍ നോണ്‍ വൊക്കേഷണല്‍ അധ്യാപകനാണ് അക്കാദമിക് ഭരണ ചുമതല നല്കുന്നത്. നിലവിലുള്ള ഹെഡ്മാസ്റ്റര്‍മാര്‍ ഹൈസ്കൂളിന്‍റെ ചുമതലക്കാരായി തുടരുമെന്നും മന്ത്രി പറഞ്ഞു.

സ്‌കൂളുകളില്‍ വൊക്കേഷണല്‍ ഹയര്‍സെക്കന്‍ഡറിവിഭാഗത്തിന് പ്രത്യേകം പ്രിന്‍സിപ്പല്‍മാരെ നിയമിക്കുമെന്ന് വിദ്യാഭ്യാസമന്ത്രി പി.കെ.അബ്ദുറബ്ബ് പറഞ്ഞു. സംസ്ഥാന സ്‌കൂള്‍ ശാസ്‌ത്രോത്സവത്തിന്റെ ഉദ്ഘാടനച്ചടങ്ങിനിടെയാണ് മന്ത്രി ഇക്കാര്യം പ്രഖ്യാപിച്ചത്. ഇപ്പോള്‍ വി.എച്ച്.എസ്.ഇ. ഉള്ള സ്‌കൂളുകളില്‍ ഹൈസ്‌കൂള്‍ പ്രധാനാധ്യാപകര്‍ക്കാണ് ചുമതല. ഇത് പ്രധാനാധ്യാപകരുടെ ജോലിഭാരം വര്‍ധിപ്പിക്കുന്നുണ്ട്. ഈ സാഹചര്യത്തിലാണ് ഹയര്‍സെക്കന്‍ഡറിവിഭാഗംപോലെ വി.എച്ച്.എസ്.ഇ.ക്കും പ്രത്യേകം പ്രിന്‍സിപ്പല്‍മാരെ നിയമിക്കുന്നത്.

ഇത്തവണമുതല്‍ ശാസ്ത്രമേളയില്‍ കുട്ടികളുടെ കണ്ടെത്തലുകള്‍, ഉത്പന്നങ്ങള്‍, പരീക്ഷണങ്ങള്‍ എന്നിവ പ്രത്യേകം രേഖകളാക്കി സൂക്ഷിക്കും. അടുത്തവര്‍ഷം അതിലേക്ക് കൂടുതല്‍ കൂട്ടിച്ചേര്‍ക്കാനാകും. മികച്ചവയ്ക്ക് പ്രത്യേക പ്രോത്സാഹനം നല്‍കാനും അതുവഴി മിടുക്കരായ ശാസ്ത്രജ്ഞരെ വാര്‍ത്തെടുക്കാനുമാകും.

കോളേജ്‌വിദ്യാഭ്യാസരംഗത്ത് കാലോചിതമായ മാറ്റങ്ങള്‍ വരുത്തുമെന്നും മന്ത്രി പറഞ്ഞു. ശാസ്‌ത്രോത്സവത്തിന്റെ സി.ഡി.കള്‍ മത്സരത്തിനെത്താത്ത സ്‌കൂളുകളിലും കുട്ടികളിലുമെത്തിച്ച് തുടര്‍ന്നുവരുന്ന മേളകളില്‍ കൂടുതല്‍ പങ്കാളിത്തം ഉറപ്പാക്കുമെന്നും മന്ത്രി പറഞ്ഞു.

Pavaratty

There are many speculations behind the name of this locality. Some may doubt relations with "Paav – Roti", Andhra Bread. Again many others try to find out a connection between this locality and the English word – ‘poverty’. But the older generation is for another view. In old days there were many looms in and around this area. The weavers of this locality used to run the shuttle twice (Paav) twisting the time of thread – "Paav" – put twice (iratty). Anyhow this locality had a significant role in various fields. In architecture, we find "Pavaratty Finish". It is the marble (mirror) finish work done with verily coloured cement coatings that brought this term. The workers of Pavaratty are very much skilled in this art and it was done throughout Kerala by the workers from here. Again, we may find a name in the past, related to pavaratty–Kavalapara. It denotes the present ‘Pavaratty Centre’. There was a police post here and hence the name came to be used.
Pavaratty has been by three Christian Religious Congregations : the CMI CMC and SABS. The CMI and CMC serve Pavaratty especially in the field of education; whereas the SABS administer the Hospital.

ജനവരി എട്ടുമുതല്‍ 12 വരെ പാലക്കാട്ട് നടക്കുന്ന സംസ്ഥാന സ്‌കൂള്‍ ശാസ്ത്രമേളയുടെ ഒരുക്കങ്ങള്‍ പൂര്‍ത്തിയായി.പാലക്കാട് ബി.ഇ.എം. ഹയര്‍സെക്കന്‍ഡറി സ്‌കൂളില്‍ പ്രവൃത്തിപരിചയമേളയും മോയന്‍ഗേള്‍സ് ഹയര്‍സെക്കന്‍ഡറി സ്‌കൂളില്‍ ശാസ്ത്രമേളയും പി.എം.ജി. ഹയര്‍സെക്കന്‍ഡറി സ്‌കൂളില്‍ ഗണിതശാസ്ത്രമേളയും സെന്റ് സെബാസ്റ്റ്യന്‍ യു.പി. സ്‌കൂളില്‍ സാമൂഹ്യശാസ്ത്രമേളയും കോട്ടമൈതാനത്ത് വൊക്കേഷണല്‍ എക്‌സ്‌പോയും ടൗണ്‍ ഹാളില്‍ കരിയര്‍മേളയുമാണ് നടക്കുന്നത്.
ഞായറാഴ്ചരാവിലെ 9.30ന് പാലക്കാട് ബി.ഇ.എം. ഹയര്‍സെക്കന്‍ഡറി സ്‌കൂളില്‍ പൊതുവിദ്യാഭ്യാസ ഡയറക്ടര്‍ എ. ഷാജഹാന്‍ പതാക ഉയര്‍ത്തും. 10.30ന് രജിസ്‌ട്രേഷന്‍. ഉച്ചയ്ക്ക് 2.30 ന് വിദ്യാഭ്യാസ മന്ത്രി പി.കെ. അബ്ദുറബ്ബ് മേള ഉദ്ഘാടനം ചെയ്യും. യു.പി., വി.എച്ച്.എസ്.ഇ., ഹൈസ്‌കൂള്‍, ഹയര്‍സെക്കന്‍ഡറി വിഭാഗങ്ങളിലായി 8,000 വിദ്യാര്‍ഥികളടക്കം 15,000 ത്തിലധികം പേര്‍ പങ്കെടുക്കുമെന്ന് ഡി.പി.ഐ. ഓഫീസിലെ അക്കാദമിക് ജോയന്റ് ഡയറക്ടര്‍ വി.കെ. സരളമ്മ പത്രസമ്മേളനത്തില്‍ പറഞ്ഞു. മോയന്‍ എല്‍.പി. സ്‌കൂളില്‍ ഭക്ഷണശാല ഒരുക്കിയിട്ടുണ്ട്. പാലക്കാട്‌നഗരത്തിലും പരിസരങ്ങളിലുമുള്ള വിവിധ സ്‌കൂളുകളില്‍ താമസസൗകര്യമൊരുക്കിയിട്ടുണ്ട്.

വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറിയുടെ മാര്‍ക്ക് ലിസ്റ്റുകള്‍ മെയ് 30 ന് മുമ്പ് സ്‌കൂളുകളില്‍ നിന്ന് വിതരണം ചെയ്യും. ഉത്തരക്കടലാസുകള്‍ ഇരട്ട മൂല്യ നിര്‍ണയത്തിന് വിധേയമാക്കിയിട്ടുള്ളതിനാല്‍ ഫിസിക്‌സ്, കെമിസ്ട്രി, മാത്തമാറ്റിക്‌സ് വിഷയങ്ങളിലെ ഉത്തരക്കടലാസുകളുടെ പുനര്‍മൂല്യ നിര്‍ണയം അനുവദിക്കില്ല. സേവ് എ ഇയര്‍ പരീക്ഷ ജൂണ്‍ 20 മുതല്‍ നടക്കും. പേപ്പര്‍ ഒന്നിന് 100 രൂപയും പ്രാക്ടിക്കല്‍ ഉള്‍പ്പെടെ 125 രൂപയുമാണ് ഫീസ്. ഏതെങ്കിലും ട്രഷറിയില്‍ 0202-01-102-93 VHSE Fees എന്ന ശീര്‍ഷകത്തിലാണ് ഫീസ് ഒടുക്കേണ്ടത്. അസല്‍ ചെല്ലാന്‍ സഹിതം നിശ്ചിത തീയതിക്ക് മുമ്പ് അതത് സ്‌കൂള്‍ പ്രിന്‍സിപ്പല്‍മാര്‍ക്കാണ് അപേക്ഷ നല്‍കേണ്ടത്. സ്‌കോര്‍ ഷീറ്റിനായി 20 രൂപ അടയ്ക്കണം. ഇന്റര്‍നെറ്റില്‍ നിന്നും ലഭിക്കുന്ന മാര്‍ക്ക് ലിസ്റ്റിന്റെ പകര്‍പ്പും അപേക്ഷാ ഫോറത്തിന്റെ പകര്‍പ്പും പരീക്ഷാ രജിസ്‌ട്രേഷനായി ഉപയോഗിക്കാം.

സേവ് ഏ ഇയര്‍ പരീക്ഷക്കൊപ്പം ഇംപ്രൂവ്‌മെന്റ് പരീക്ഷയും എഴുതാവുന്നതാണ്. പേപ്പര്‍ ഒന്നിന് 400 രൂപയാണ് ഇംപ്രൂവ്‌മെന്റിനുള്ള ഫീസ്. അപേക്ഷിക്കേണ്ട അവസാന തീയതി മെയ് 30.

പുനര്‍മൂല്യ നിര്‍ണയത്തിന് അപേക്ഷയും മെയ് 30 വരെ സ്വീകരിക്കും. പുനര്‍മൂല്യ നിര്‍ണയത്തിന് പേപ്പര്‍ ഒന്നിന് 400 രൂപയും സൂക്ഷ്മ പരിശോധനയ്ക്ക് 75 രൂപയുമാണ് ഫീസ്. അസല്‍ ചെല്ലാന്‍ സഹിതം സ്റ്റാമ്പൊട്ടിച്ച സ്വന്തം മേല്‍വിലാസം എഴുതിയ കവര്‍ സഹിതം പരീക്ഷാ സെക്രട്ടറിയുടെ പേരില്‍ രജിസ്റ്റേഡ് തപാലിലാണ് അപേക്ഷിക്കേണ്ടത്. അപേക്ഷയുടെ മാതൃക പരീക്ഷാ കേന്ദ്രങ്ങളില്‍ ലഭിക്കും. ഇന്റര്‍ നെറ്റില്‍ നിന്ന് ലഭിക്കുന്ന മാര്‍ക്ക് ലിസ്റ്റിന്റെ പകര്‍പ്പ് അപേക്ഷക്കൊപ്പം വെയ്ക്കണം.

വി.എച്ച്.എസ്.ഇയിലും തൃശ്ശൂര്‍ ഒന്നാമത്

വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറി പരീക്ഷയില്‍ ഏറ്റവും ഉയര്‍ന്ന വിജയ ശതമാനം തൃശൂര്‍ ജില്ലയ്ക്ക്. 89.20 ശതമാനം പേരാണ് ഇവിടെ വിജയിച്ചത് പത്തനംതിട്ടയിലാണ് ഏറ്റവും കുറവ്. 64.03 ശതമാനം. സംസ്ഥാനത്തെ പതിനഞ്ച് സ്‌കൂളുകള്‍ക്ക് അമ്പത് ശതമാനത്തില്‍ താഴെയാണ് വിജയം. കഴിഞ്ഞവര്‍ഷം 41 സ്‌കൂളുകള്‍ അമ്പത് ശതമാനത്തില്‍ താഴെ പോയിരുന്നു.

തൃശ്ശൂര്‍ ജില്ലയില്‍ 2427 പേര്‍ പരീക്ഷ എഴുതിയതില്‍ 2165 പേര്‍ ഉന്നത പഠനത്തിന് യോഗ്യത നേടി. പത്തനം തിട്ടയില്‍ 1793 പേരാണ് പരീക്ഷ എഴുതിയത്. വിജയിച്ചത് 1488 പേരും.

മറ്റ് ജില്ലകളില്‍ പരീക്ഷ എഴുതിയവരും വിജയ ശതമാനവും. (മൂന്ന് പാര്‍ട്ടുകള്‍ക്കും വിജയിച്ചവര്‍)തിരുവനന്തപുരം 2749 ( 78.72 ശതമാനം), കൊല്ലം 3732 (70.95), ആലപ്പുഴ 1451 ( 79.60), കോട്ടയം 1833 (79.27 ), ഇടുക്കി 1090 ( 82.11 ), എറണാകുളം 2261 (74.57 ), പാലക്കാട് 1630 ( 79.26), മലപ്പുറം 2214 (81.80), കോഴിക്കോട് 2232 (83.60), വയനാട് 664 (77.11), കണ്ണൂര്‍ 1305 (84.21), കാസര്‍കോട് 1224 (73.45).

തൊഴില്‍ അധിഷ്ഠിത ഹയര്‍സെക്കന്‍ഡറി പരീക്ഷയില്‍ ഒമ്പത് സര്‍ക്കാര്‍ സ്‌കൂളുകള്‍ നൂറ് ശതമാനം വിജയം നേടി. എയ്ഡഡ് സ്‌കൂളുകളില്‍ ഒരെണ്ണത്തിന് മാത്രമാണ് ഈ നേട്ടം കൈവരിക്കാനായത്. മൂന്ന് പാര്‍ട്ടുകള്‍ക്കും നൂറ് ശതമാനം വിജയം ലഭിച്ച സ്‌കൂളുകളാണ് ഇത്.

അടിമാലി എസ്.എന്‍.ഡി.പി.വി.എച്ച്.എസ്.എസിലെ അമല മേരി ഷൈജി പി.വി മാത്രമാണ് എല്ലാ വിഷയങ്ങള്‍ക്കും എ പ്ലസ് നേടിയത്. കഴിഞ്ഞ വര്‍ഷം രണ്ടു പേര്‍ക്ക് എല്ലാവിഷയങ്ങള്‍ക്കും എ പ്ലസ് ലഭിച്ചിരുന്നു.

പാര്‍ട്ട് ഒന്നിലും രണ്ടിലും മാത്രം നൂറ് ശതമാനം വിജയം കൈവരിച്ച 42 സര്‍ക്കാര്‍ സ്‌കൂളുകള്‍ ഉണ്ട്. 12 എയ്ഡഡ് സ്‌കൂളുകളുകള്‍ക്കും ഈ നേട്ടം കൈവരിക്കാനായി. അട്ടപ്പാടി ഗവ. ട്രൈബല്‍ സ്‌കൂളിലെ വിദ്യാര്‍ഥികളില്‍ പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും 47.83 ശതമാനവും പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും മൂന്നിനും 21.74 ശതമാനവും വിജയിച്ചു.

പരിഷ്‌കരിച്ച സ്‌കീം അനുസരിച്ച് റഗുലറായി പരീക്ഷ എഴുതിയത് 26605 പേരാണ്. ഇതില്‍ 13197 ആണ്‍കുട്ടികളും 13408 പേര്‍ പെണ്‍കുട്ടികളുമാണ്. ഇതില്‍ മൂന്ന് പാര്‍ട്ടുകള്‍ക്കും വിജയിച്ചത് 20793 പേരും പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും വിജയിച്ചവര്‍ 23945 പേരുമാണ്. . മൂന്ന് പാര്‍ട്ടിനും വിജയിച്ചവരില്‍ 9256 പേരാണ് ആണ്‍കുട്ടികള്‍. 11537 പേര്‍ പെണ്‍കുട്ടികളും. പാര്‍ട്ട് ഒന്നിനും രണ്ടിന് വിജയിച്ചവരില്‍ 11341 പേര്‍ ആണ്‍കുട്ടികളും 12604 പേര്‍ പെണ്‍കുട്ടികളുമാണ്.

348 പേരാണ് ഇത്തവണ കണ്ടിന്യുവസ് ഇവാലുവേഷന്‍ ആന്‍ഡ് ഗ്രേഡിങ് പരിഷ്‌കരിച്ച സ്‌കീമില്‍ പ്രൈവറ്റായി പരീക്ഷ എഴുതിയത്. പാര്‍ട്ട് മൂന്നിന് മാത്രം 968 പേര്‍ പരീക്ഷ എഴുതി. ഇതില്‍ ഉന്നത പഠനത്തിന് യോഗ്യത നേടിയവര്‍ 370 (38.22 ശതമാനം) പേരും പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും വിജയിച്ചവര്‍ 202 (58.04 ശതമാനം) പേരുമാണ്.

കണ്ടിന്യുവസ് ഇവാലുവേഷന്‍ ആന്‍ഡ് ഗ്രേഡിങ് പ്രാരംഭ സ്‌കീമില്‍ പ്രൈവറ്റായി പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും 105 പേര്‍ പരീക്ഷ എഴുതി. 69 പേര്‍ ഉന്നത പഠനത്തിന് യോഗ്യത നേടി.

പാര്‍ട്ട് മൂന്നിന് 250 പേരും പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും 70 പേരും വിജയിച്ചു.

പഴയ സ്‌കീമില്‍ പ്രൈവറ്റായി പരീക്ഷ എഴുതിയ (പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും) 22 പേരില്‍ 16 പേര്‍ വിജയിച്ചു. പാര്‍ട്ട് മൂന്നിന് 82 പേര്‍ എഴുതി. 26 പേര്‍ വിജയിച്ചു.

നാല് ബധിര, മൂക സ്‌കൂളുകള്‍ക്കായി പ്രത്യേകം നടത്തിയ പരീക്ഷയില്‍ പാര്‍ട്ട് ഒന്ന്, രണ്ട്, മൂന്ന് വിഭാഗങ്ങളില്‍ തിരുവല്ല സി.എസ്.ഐ. സ്‌കൂളും ഒറ്റപ്പാലം സര്‍ക്കാര്‍ സ്‌കൂളും നൂറ് ശതമാനം വിജയം കൈവരിച്ചു. ജഗതി സര്‍ക്കാര്‍ സ്‌കൂളും തിരുവല്ല സി. എസ്.ഐ. സ്‌കൂളും ഒറ്റപ്പാലം ഗവ സ്‌കൂളും പാര്‍ട്ട് ഒന്നിനും രണ്ടിനും നൂറ് ശതമാനം വിജയം നേടി. കുന്നംകുളം സര്‍ക്കാര്‍ സ്‌കൂളിന് 89.36 ശതമാനമാണ് വിജയം.

പട്ടിക ജാതി വിഭാഗത്തില്‍ 2166 പേര്‍ പരീക്ഷ എഴുതിയതില്‍ 61.87 പേരാണ് മൂന്ന് പാര്‍ട്ടിനും വിജയിച്ചത്. പട്ടിക വര്‍ഗവിഭാഗത്തില്‍ 156 പേര്‍ പരീക്ഷ എഴുതിയതില്‍ 58.33 ശതമാനം പേര്‍ വിജയിച്ചു.

വി.എച്ച്.എസ്.ഇ. പരീക്ഷയില്‍ മുഴുവന്‍ വിഷയത്തിനും എ പ്ലസുമായി അടിമാലി എസ്.എന്‍.ഡി.പി. ഹയര്‍ സെക്കന്‍ഡറി സ്‌കൂളിലെ അമല മേരി ഷൈജി സംസ്ഥാനത്തെ മികച്ച വിജയം നേടി. സംസ്ഥാനതലത്തില്‍ അമലയ്ക്കുമാത്രമാണ് എല്ലാ വിഷയത്തിനും എ പ്ലസ് ലഭിച്ചിരിക്കുന്നത്. വി.എച്ച്.എസ്.ഇ. ഇലക്‌ട്രോണിക്‌സ് വിഭാഗത്തിലാണ് അമല പഠിച്ചത്. മറ്റ് മൂന്നുവിഭാഗങ്ങള്‍ക്കും സംസ്ഥാനത്ത് ആര്‍ക്കും മുഴുവന്‍ വിഷയത്തിനും എ പ്ലസ് ലഭിച്ചിട്ടില്ല. അതുകൊണ്ടുതന്നെ അമലയുടെ വിജയം വി.എച്ച്.എസ്.ഇ. വിഭാഗത്തിലെ ഏറ്റവും മികച്ചതാകുന്നു. അടിമാലി 200 ഏക്കര്‍ പൊടിമറ്റത്തില്‍ വര്‍ഗീസിന്റെയും ഷേര്‍ളിയുടേയും മൂത്തമകളാണ് അമല.

എസ്.എസ്.എല്‍,സി. പരീക്ഷ അമല ഒമ്പത് എ പ്ലസ് നേടിയാണ് വിജയിച്ചത്. എന്‍ജിനിയറാകണമെന്നുള്ള മോഹത്തിലാണ് അടിമാലി സ്‌കൂളില്‍ തന്നെ ഇലക്‌ട്രോണിക്‌സ് വിഭാഗത്തില്‍ ചേര്‍ന്നത്. മുഖ്യമന്ത്രി ഉമ്മന്‍ചാണ്ടി അമലയെ ടെലിഫോണില്‍ അഭിനന്ദിച്ചു. അധ്യാപകരുടെയും സഹപാഠികളുടെയും പിന്തുണ ഉന്നതവിജയം നേടാന്‍ സഹായിച്ചതായി അമല പറഞ്ഞു. അനില, അജിത്ത് എന്നിവരാണ് സഹോദരങ്ങള്‍.

ശമ്പളപരിഷ്‌കരണത്തില്‍ ഇടതുസര്‍ക്കാര്‍ അധ്യാപകരോട് വിവേചനം കാട്ടിയതായി അദ്ദേഹം ആരോപിച്ചു. യു.ഡി.എഫ്. സര്‍ക്കാര്‍ അധികാരത്തിലെത്തിയാല്‍ ആദ്യനടപടിയായി ഈ വിവേചനം അവസാനിപ്പിക്കുമെന്നും ആര്യാടന്‍ മുഹമ്മദ് പറഞ്ഞു.

എന്‍ജിനീയറിങ് പ്രവേശന പരിഷ്‌കരണം നടപ്പാക്കുന്നതിന്റെ ഭാഗമായി വി.എച്ച്.എസ്.ഇ പരീക്ഷാബോര്‍ഡ് വിഭജിക്കും. മൂന്ന് വിഷയങ്ങളുടെ പരീക്ഷാനടത്തിപ്പും മൂല്യനിര്‍ണയവും ഹയര്‍സെക്കന്‍ഡറി ബോര്‍ഡിന് കൈമാറും. വി.എച്ച്.എസ്.ഇയെ ലയിപ്പിച്ച് ഏകീകൃത ഹയര്‍സെക്കന്‍ഡറിയുണ്ടാക്കാനുള്ള നടപടികള്‍ക്കും ഇതോടെ തുടക്കമാവും. ദീര്‍ഘകാലമായി വിദ്യാഭ്യാസ വകുപ്പിന്റെ പരിഗണനയിലുള്ള വിഷയമാണ് ഏകീകരണം.
ഫിസിക്‌സ്, കെമിസ്ട്രി, മാത്‌സ് വിഷയങ്ങളാണ് വി.എച്ച്.എസ്.ഇ പരീക്ഷാബോര്‍ഡില്‍ നിന്ന് എടുത്തുമാറ്റുന്നത്. ഇവ പൂര്‍ണമായി ഹയര്‍സെക്കന്‍ഡറി പരീക്ഷാബോര്‍ഡിന് കീഴിലാക്കും. യോഗ്യതാ പരീക്ഷയുടെ മാര്‍ക്കുകൂടി എന്‍ജിനീയറിങ് പ്രവേശനത്തിന് പരിഗണിക്കുന്നതിനാല്‍ ഇരട്ടമൂല്യനിര്‍ണയമടക്കം നടത്തേണ്ടതിനാലാണ് ഈ മാറ്റം. ഇതിനായി ഹയര്‍സെക്കന്‍ഡറി, വി.എച്ച്.എസ്.ഇ ഡയറക്ടര്‍മാരെ ഉള്‍പ്പെടുത്തി പ്രത്യേക പരീക്ഷാബോര്‍ഡ് രൂപവത്കരിക്കും. ഇതുസംബന്ധിച്ച ഉത്തരവ് ഉടന്‍ ഇറങ്ങും.
വി.എച്ച്.എസ്.ഇയിലെ ഈ വിഷയങ്ങള്‍ക്കുള്ള ചോദ്യപേപ്പര്‍ തയാറാക്കുന്നതും ഉത്തരക്കടലാസ് വിതരണംചെയ്യുന്നതും ഹയര്‍സെക്കന്‍ഡറി ബോര്‍ഡായിരിക്കും. എന്നാല്‍ വി.എച്ച്.എസ്.ഇ കേന്ദ്രങ്ങളില്‍ തന്നെയാകും പരീക്ഷ നടക്കുക. ഉത്തരക്കടലാസുകള്‍ ഹയര്‍സെക്കന്‍ഡറി ബോര്‍ഡിന് കൈമാറണം. മൂല്യനിര്‍ണയം നടത്തിയശേഷം മാര്‍ക്ക് വി.എച്ച്.എസ്.ഇയെ അറിയിക്കും. മറ്റ് വിഷയങ്ങള്‍ വി.എച്ച്.എസ്.ഇ ബോര്‍ഡിന് കീഴില്‍ തന്നെ തുടരും.
മൂന്ന് വിഷയങ്ങള്‍ക്ക് പൊതു പരീക്ഷാബോര്‍ഡ് നിലവില്‍വരുന്നത് രണ്ട് ശാഖകളെയും ഏകീകരിക്കുന്ന നടപടികളുടെ തുടക്കമാകുമെന്നാണ് ചൂണ്ടിക്കാട്ടപ്പെടുന്നത്. എസ്.എസ്.എല്‍.സി, പ്ലസ് ടു, വി.എച്ച്.എസ്.ഇ എന്നിവയെ പൊതുപരീക്ഷാബോര്‍ഡിന് കീഴില്‍ ഏകീകരിക്കണമെന്ന നിര്‍ദേശം കാലങ്ങളായി സര്‍ക്കാറിന്റെ പരിഗണനയിലുണ്ട്. നിലവിലെ സര്‍ക്കാര്‍ ഇതിനായി ചിലനീക്കങ്ങള്‍ നടത്തുകയും ചെയ്തു.എന്നാല്‍ വി.എച്ച്.എസ്.ഇ തലപ്പുത്തുണ്ടായിരുന്ന ചിലരുടെ സമ്മര്‍ദത്തിന് വഴങ്ങിയതോടെ ഈ നീക്കം മരവിപ്പിക്കപ്പെടുകയായിരുന്നു. പൊതുബോര്‍ഡ് നിലവില്‍വന്നതോടെ ഏകീകരണനീക്കങ്ങളും പുനരാരംഭിക്കുമെന്നാണ് സൂചന.

സ്കൂളുകളുടെ പ്രവര്‍ത്തന മേല്‍നോട്ടത്തിന് മാനേജ്മെന്‍റ് കമ്മിറ്റികള്‍ വരുന്നു

സംസ്ഥാനത്തു സ്കൂളുകളുടെ പ്രവര്‍ത്തന മേല്‍നോട്ടത്തിന് അടുത്ത അധ്യയനവര്‍ഷം മുതല്‍ പ്രത്യേകം മാനേജ്മെന്‍റ് കമ്മിറ്റികള്‍ നിലവില്‍ വരും. കേന്ദ്രസര്‍ക്കാരിന്‍റെ വിദ്യാഭ്യാസ അവകാശനിയമം സംസ്ഥാനത്തു നടപ്പിലാക്കുന്നതോടെയാണിത്.

കേന്ദ്രനിയമത്തില്‍ ഇത്തരം കമ്മിറ്റികള്‍ രൂപീകരിക്കാന്‍ നിര്‍ദേശിച്ചിട്ടുണ്ട്. 2008ല്‍ സംസ്ഥാന വിദ്യാഭ്യാസചട്ടങ്ങള്‍ (കെഇഎആര്‍) പരിഷ്കരിക്കാന്‍ നിയോഗിക്കപ്പെട്ട കമ്മീഷന്‍റെ റിപ്പോര്‍ട്ടിലും ഇത്തരം സമിതികള്‍ ഉണ്ടാകണമെന്ന ശിപാര്‍ശയുണ്ടായിരുന്നു.

വിദ്യാഭ്യാസച്ചട്ട പരിഷ്കരണ കമ്മിറ്റിയുടെ റിപ്പോര്‍ട്ടില്‍ സ്കൂള്‍ വികസനസമിതി എന്നായിരുന്നു ഇത്തരം സമിതികള്‍ക്കു നല്കിയ പേര്. സംസ്ഥാനത്തു കേന്ദ്രവിദ്യാഭ്യാസ അവകാശനിയമം നടപ്പാക്കേണ്ടത് എങ്ങനെയന്നു പരിശോധിക്കാന്‍ നിയോഗിച്ച ലിഡാ ജേക്കബ് കമ്മീഷന്‍റെ കരടു റിപ്പോര്‍ട്ടില്‍ സമിതിയുടെ ഘടനയും പ്രവര്‍ത്തനവും എങ്ങനെയായിരിക്കണമെന്നു വ്യക്തമാക്കിയിട്ടുണ്ട്.

വിദ്യാര്‍ഥി പ്രതിനിധികള്‍, മദര്‍ പിടിഎയുടെ പ്രതിനിധി, പട്ടികജാതി, വര്‍ഗ വിദ്യാര്‍ഥികളുടെയും വൈകല്യമുള്ള കുട്ടികളുടെയും മാതാപിതാക്കളുടെ പ്രതിനിധികള്‍ തുടങ്ങിയവരാകണം കമ്മിറ്റിയിലെ 75 ശതമാനം അംഗങ്ങളും.

ബാക്കി 25 ശതമാനത്തില്‍ സ്കൂള്‍ നില്‍ക്കുന്ന സ്ഥലത്തെ തദ്ദേശ സ്ഥാപനങ്ങളുടെ പ്രതിനിധി, അധ്യാപക പ്രതിനിധി, രക്ഷിതാക്കള്‍ നിര്‍ദേശിക്കുന്ന പ്രദേശത്തെ വിദ്യാഭ്യാസപ്രവര്‍ത്തകന്‍, സ്കൂള്‍ ലീഡര്‍, എയ്ഡഡ് സ്കൂള്‍ ആണെങ്കില്‍ മാനേജര്‍ അല്ലെങ്കില്‍ അദ്ദേഹം നിര്‍ദേശിക്കുന്ന വ്യക്തി എന്നിവരും ഉള്‍പ്പെടും. സ്കൂള്‍ മാനേജ്മെന്‍റ് കമ്മിറ്റിയില്‍ 50 ശതമാനം വനിതകളായിരിക്കും.

പതിനാറു പേരടങ്ങിയതാണ് ഓരോ സ്കൂള്‍ മാനേജ്മെന്‍റ് കമ്മിറ്റിയും. കമ്മിറ്റിയുടെ പ്രസിഡന്‍റിനെയും വൈസ് പ്രസിഡന്‍റിനെയും രക്ഷിതാക്കളുടെ പ്രതിനിധികളില്‍നിന്നു തെരഞ്ഞെടുക്കണം. സ്കൂളിലെ പ്രധാനാധ്യാപകനോ ഏറ്റവും സീനിയറായ അധ്യാപകനോ ആയിരിക്കണം കണ്‍വീനര്‍. അധ്യയനം മൂലം കുട്ടികള്‍ക്കു ലഭിക്കുന്ന ഗുണം വിദഗ്ധരുടെ സഹായത്തോടെ വിലയിരുത്താനുള്ള അധികാരം സ്കൂള്‍ മാനേജ്മെന്‍റ് കമ്മിറ്റിക്കുണ്ട്. കുട്ടികളും അധ്യാപകരും കൃത്യമായി സ്കൂളിലെത്തുന്നുണ്േടായെന്നു നിരീക്ഷിക്കുക, ലീവ് തസ്തികകളില്‍ ത്രിതല പഞ്ചായത്തുകളുടെ സഹകരണത്തോടെ താത്കാലിക അധ്യാപകരെ നിയമിക്കുക തുടങ്ങിയ ഉത്തരവാദിത്വവും കമ്മിറ്റിക്കുണ്ട്.

പഠിപ്പിക്കുന്നതിനൊപ്പം മറ്റു ജോലികള്‍കൂടി ചെയ്യണ്ടി വരുന്ന അധ്യാപകരുടെ കാര്യത്തില്‍ ഇടപെടുക, സ്കൂളിലെ പ്രവേശന നടപടികളും കുട്ടികളുടെ തുടര്‍ ഹാജര്‍നിലയും പരിശോധിക്കുക, കൊഴിഞ്ഞുപോക്കു തടയാനുള്ള മാര്‍ഗങ്ങള്‍ കണ്െടത്തുക തുടങ്ങിയ ചുമതകള്‍ കമ്മിറ്റിക്കുണ്ട്. 20 പ്രവൃത്തിദിവസത്തില്‍ കൂടുതല്‍ മുടങ്ങുന്ന കുട്ടികളെ കൊഴിഞ്ഞുപോകുന്നവരുടെ ഗണത്തില്‍പ്പെടുത്തി അവരെ സ്കൂളില്‍ തിരിച്ചുകൊണ്ടുവരുന്നതിനുള്ള മാര്‍ഗങ്ങള്‍ സ്വീകരിക്കേണ്ടതും മാനേജ്മെന്‍റ് കമ്മിറ്റിയുടെ ചുതലയാണ്.

സ്കൂളില്‍ സൗകര്യങ്ങള്‍ ഉണ്േടായെന്നു പരിശോധിക്കുകയും ഇല്ലെങ്കില്‍ ഏര്‍പ്പെടുത്തുകയും ചെയ്യുക, കുട്ടികള്‍ക്കുനേരെ അധ്യാപകരടക്കമുള്ളവരില്‍ നിന്നുണ്ടാകാനിടയുള്ള ശാരീരികവും മാനസികവുമായ പീഡനങ്ങള്‍ തടയുക, ആര്‍ക്കെങ്കിലും പ്രവേശനം നിഷേധിച്ചാല്‍ ഇടപെടുക, വിദ്യാര്‍ഥികളുടെ പരിശീലനപരിപാടികള്‍ ഊര്‍ജിതമാക്കുക, പ്രത്യേക ശ്രദ്ധവേണ്ട കുട്ടികള്‍ക്കും അവരുടെ മാതാപിതാക്കള്‍ക്കും പ്രത്യേക ക്ലാസുകള്‍ നടത്തുക, മദര്‍ പിടിഎ, ക്ലാസ് അടിസ്ഥാനത്തിലുള്ള അധ്യാപക, രക്ഷാ കര്‍തൃ യോഗങ്ങള്‍ നടത്തുന്നതിന് മേല്‍നോട്ടം വഹിക്കുക, തദ്ദേശ സ്ഥാപനങ്ങളില്‍ ആവശ്യമായ സഹായം നേടിയെടുക്കുക, സ്കൂളിന്‍റെ വാര്‍ഷിക വരവു ചെലവു കണക്കുകള്‍ പരിശോധിക്കുക തുടങ്ങിയവയും മാനേജ്മെന്‍റ് കമ്മിറ്റിയാണ് നിര്‍വഹിക്കേണ്ടത്.

അതേസമയം, സ്കൂള്‍ പിടിഎകളുടെ പ്രസക്തി നഷ്ടമാക്കുന്നതാണ് സ്കൂള്‍ മാനേജ്മെന്‍റ് കമ്മിറ്റിയെന്ന വിമര്‍ശനം ശക്തമായിട്ടുണ്ട്. പിടിഎകളില്‍ അധ്യാപകര്‍ക്കും രക്ഷിതാക്കള്‍ക്കും തുല്യ പരിഗണനയായിരുന്നു. ഉദാഹരണമായി 15 അംഗ അധ്യാപക രക്ഷകര്‍തൃസമിതിയില്‍ എട്ട് രക്ഷിതാക്കളും ഏഴ് അധ്യാപകരുമായിരിക്കും ഉണ്ടാകുക. സ്കൂള്‍ മാനേജ്മെന്‍റ് കമ്മിറ്റിയില്‍ അധ്യാപകരുടെ എണ്ണം നാമമാത്രമാകുന്നത് അക്കാദമിക കാര്യങ്ങളില്‍ തീരുമാനമെടുക്കുന്പോള്‍ പ്രശ്നം സൃഷ്ടിക്കാനിടയുണ്ട്.

അതേസമയം, ആര്‍ക്കും ഇനി തോന്നിയതുപോലെ ഇഷ്ടമുള്ള സ്ഥലങ്ങളില്‍ വിദ്യാലയങ്ങള്‍ തുടങ്ങാനാവില്ല. ഒരു പ്രദേശത്ത് സ്കൂള്‍ ആവശ്യമാണെന്നു ബോധ്യപ്പെട്ടങ്കില്‍ മാത്രമേ സ്കൂള്‍ അനുവദിക്കൂ.

2. വോട്ടര്‍ക്ക് പ്രവേശിക്കാനും പുറത്തുപോകാനും വേണ്ടത്ര മാര്‍ഗ്ഗങ്ങള്‍ ഉണ്ടോ ?
3. ഇല്ലെങ്കില്‍ കയര്‍ കെട്ടി മാര്‍ഗ്ഗങ്ങള്‍ ഉണ്ടാക്കുക
4.വോട്ടര്‍ക്ക് വോട്ടിംഗ് സംബന്ധമായ കാര്യങ്ങള്‍ സുഗമമായി നിര്‍വ്വഹിക്കുവാന്‍ തക്കവിധത്തിലുള്ള
ക്രമീകരണമുണ്ടാക്കുക.
5. പോളിംഗ് ഏജന്റുമാരുടെ സ്ഥാനം പോളിംഗ് ഓഫീസര്‍മാര്‍ക്കു പിറകിലായി വോട്ടറുടെ മുഖം കാണത്തക്കവിധത്തില്‍ അറേഞ്ച് ചെയ്യുക.
6.വോട്ടര്‍ക്ക് മറ്റാരും കാണാത്ത വിധത്തില്‍ വോട്ട് ചെയ്യുവാന്‍ സാധിക്കുന്ന തരത്തില്‍ വോട്ടിംഗ് കമ്പാര്‍ട്ടുമെന്റിന്റെ ക്രമീകരണം തയ്യാറാക്കുക.
7. പോളിംഗ് സ്റ്റേഷന്റെ 200 മീറ്റര്‍ പരിധിയില്‍ തിരഞ്ഞെടുപ്പിനെ സ്വാധിനിക്കുന്ന പോസ്റ്റര്‍, മുദ്രാവാക്യങ്ങള്‍ ഉണ്ടോ എന്ന് പരിശോധിക്കുക. ഉണ്ടെങ്കില്‍ നീക്കം ചെയ്യുവാനുള്ള നടപടികള്‍ ആരംഭിക്കുക
8.പോളിംഗ് സ്റ്റേഷന്‍ ഏതൊക്കെ വോട്ടര്‍മാര്‍ക്ക് വേണ്ടിയാണെന്ന് വ്യക്തമാക്കുന്ന നോട്ടീസ് പോളിംഗ് സ്റ്റേഷനു പുറത്ത് പ്രദര്‍ശിപ്പിക്കുക. അത് എഴുതുവാ‍നായി നല്ല കയ്യക്ഷരമുള്ള ഒരു പോളിംഗ് ഓഫീസറെ ഏല്പിക്കുക
9. മത്സരിക്കുന്ന സ്ഥാനാര്‍ത്ഥിയുടെ പേരുവിവരം ( ആറാം നമ്പര്‍ ഫോറത്തില്‍ തയ്യാറാക്കിയ പകര്‍പ്പ് )പോളിംഗ് സ്റ്റേഷനു പുറത്ത് പ്രദര്‍ശിപ്പിക്കുക
10. പോളിംഗ് ഏജന്റ് കൊണ്ടുവരുന്ന പത്താം നമ്പര്‍ ഫോറത്തിലുള്ള നിയമനക്കത്ത് ( സ്ഥാനാര്‍ഥിയുടെ ) പ്രസ്തുതപോളിംഗ് സ്റ്റേഷനിലേക്കുള്ളതാണെന്ന് പരിശോധിച്ച് ഉറപ്പുവരുത്തുക.
12. പോളിംഗ് ഏജന്റുമാര്‍ക്കുള്ള പാസ് നല്‍കുക.
13. ഒരു സ്ഥാ‍നാര്‍ഥിയുടെ ഒരു ഒരു പോളിംഗ് ഏജന്റിനെ മാത്രമേ ഒരേ സമയം പോളിംഗ് സ്റ്റേഷനിലേക്ക് പ്രവേശിപ്പിക്കുകയുള്ളൂ എന്ന കാര്യം പറയുക ; എന്നിരുന്നാലും പകരക്കാരായി രണ്ടുപേരെയും നിയമിക്കാമെന്നു പറയുക.
14. ബാലറ്റുപേപ്പറിന്റെയും കൌണ്ടര്‍ഫോയിലിന്റെയും പുറത്ത് വലതുഭാഗത്ത് മുകളിലായി ഡിസ്റ്റിംഗ്വിഷ് മാര്‍ക്ക് പതിക്കുക
15. ബാലറ്റുപേപ്പറിനു പുറത്ത് പ്രിസൈഡീംഗ് ഓഫീസര്‍ പൂര്‍ണ്ണമായ ഒപ്പിടുക ; എല്ലാ ബാലറ്റുപേപ്പറിലും ഒപ്പിടാതെ ഏകദേശം ആവശ്യംവരാവുന്ന ബാലറ്റുപേപ്പറുകളുടെ എണ്ണം കണക്കാക്കി ഒപ്പിടുന്നതാണ് ഉചിതം .
16.പേപ്പര്‍ സീലിന്റെ സീരിയല്‍ നമ്പര്‍ കുറിച്ചെടുക്കുക.
17. വോട്ടിംഗിന്റെ അന്ന് ബാലറ്റുബോക്സ് തയ്യാറാക്കുന്ന പോളിംഗ് ഉദ്യാഗസ്ഥനെ അതിന് പരിശീലനം നല്‍കി സജ്ജമാക്കുക.
18.മഷി വെക്കാനുള്ള പാത്രവും മണലും സജ്ജമാക്കുക.
19.പോസ്റ്റല്‍ ബാലറ്റുവോട്ടറുടെ നേരെ പി ബി ഒഴിച്ച് മറ്റ് അടയാളങ്ങളില്ല എന്ന് ചെക്കുചെയ്യൂക . അത് പോളിംഗ് ഏജന്റിനെ ബോദ്ധ്യപ്പെടുത്തുക
20. വോട്ടെടുപ്പ് അവസാനിക്കുന്ന സമയത്ത് ക്യൂ നില്‍ക്കുന്നവര്‍ക്കു വേണ്ടിയുള്ള സ്ലിപ് തയ്യാറാക്കുക.
21.ഫസ്റ്റ് പോളിംഗ് ഓഫീസര്‍ക്ക് സ്ത്രീ / പുരുഷ വോട്ടര്‍മാരുടെ കണക്ക് യഥാസമയം ലഭിക്കുന്നതിനുവേണ്ട പേജ് എഴുതി തയ്യാറാക്കുക.
22. വിവിധ ഫോമുകള്‍ പരിചയപ്പെടുക. അതിലേക്കാവശ്യമായ ഡാറ്റ എവിടെനിന്നൊക്കെ കളക്ട് ചെയ്യാമെന്ന് മനസ്സിലാക്കുക.
23.സ്വീകരണകേന്ദ്രത്തിലേക്കുപോകുമ്പോള്‍ പ്രിസൈഡിംഗ് ഓഫീസറുടെ കയ്യില്‍ വെക്കേണ്ട പാക്കറ്റുകള്‍ ഏതെന്ന് മനസ്സിലാക്കി അവയുടെ പുറത്ത് ബൈ ഹാന്‍ഡ് എന്നോ മറ്റോ പെന്‍സില്‍ കൊണ്ടെഴുതി ഒരു വലിയ കവറിന്നുള്ളീലാക്കി വെക്കുക.
24. ഒന്നാമത്തെ സ്റ്റാറ്റ്യൂട്ടറി കവറില്‍ വെക്കേണ്ട ഏഴുകവറുകളുടെ പുറത്ത് 1/1 , 2/1 , 3/1, 4/1, 5/1, 6/1 , 7/1 എന്നിങ്ങനെ എഴുതുക
25. രണ്ടാമത്തെ കവറായ സ്റ്റാറ്റ്യൂട്ടറി അല്ലാത്ത കവറില്‍ വെക്കേണ്ട ആറു കവറുകളുടെ പുറത്ത് 1/2 , 2/2, 3/2 ,4/2 ,5/2, 6/2 എന്നിങ്ങനെ എഴുതുക .
26. മൂന്നാമത്തെ കവറിലെ എട്ടുവസ്തുക്കളുടേയും നാലാമത്തെയും കവറുകളില്‍ വെക്കേണ്ട സാധനങ്ങളുടെയും ലിസ്റ്റ് എഴുതി പ്രസ്തുത കവറുകളില്‍ വെക്കുക.
27. ഇത്തരത്തില്‍ മുന്‍‌കൂട്ടി ചെയ്യുന്നത് വോട്ടെടുപ്പിനു ശേഷം ചെയ്യേണ്ട കാര്യങ്ങള്‍ തെറ്റുപറ്റാതെയും വേഗത്തില്‍ ആകുന്നതിനും സഹായിക്കുന്നതാണ്.
28. ബാലറ്റു പേപ്പര്‍ അക്കൌണ്ട് തയ്യാറാക്കുന്നതിന് ഒരു പോളിംഗ് ഓഫീസറെ പരിശീലിപ്പിക്കുക
29. വോട്ടെടുപ്പുദിവസം എത്തേണ്ട സമയം പോളിംഗ് ടീമിനെ അറിയിക്കുക.
30.സ്വീകരണകേന്ദ്രത്തിലേക്ക് കൊണ്ടു പോകുന്ന പോളിംഗ് ഓഫീസര്‍മാരെ അക്കാര്യം മുന്‍‌കൂട്ടി അറിയിക്കുക.
31.വോട്ടെടുപ്പു ദിവസം ഓരോ പോളിംഗ് ഓഫീസറുടേയും ജോലി പറഞ്ഞു മനസ്സിലാക്കുക.
32. ഫസ്റ്റ് പോളിംഗ് ഓഫീസര്‍ക്ക് വോട്ടിംഗിന്റെ വേഗത ക്രമീകരിക്കാനാവുമെന്ന കാര്യം വ്യക്തമാക്കുക.
33. വോട്ടിംഗ് നടക്കുന്ന മുറി സജ്ജികരിക്കുക.

ബാലറ്റുപെട്ടി ഒരുക്കുമ്പോള്‍

1. വോട്ടെടുപ്പിനു 15 മിനിട്ടുമുന്‍പായി ബാലറ്റുപെട്ടി തയ്യാറാക്കുവാന്‍ തുടങ്ങുക.
2.ബാലറ്റുപെട്ടിയില്‍ വിശദവിവരങ്ങള്‍ രേഖപ്പെടുത്തിയ ടാഗ് ഇടുക.
3.ബാലറ്റുപെട്ടിയില്‍ ഇടുന്ന ടാഗില്‍ വാര്‍ഡിന്റേയും പോളിംഗ് സ്റ്റേഷന്റെയും പേരും ക്രമനമ്പറും വോട്ടെടുപ്പുതിയ്യതിയും എഴുതണം.
4.എന്നാല്‍ ബാലറ്റുപെട്ടിയുടെ ക്രമനമ്പര്‍ എഴുതേണ്ട.
5. പേപ്പര്‍ സീലിന്റെ വെളുത്ത ഭാഗത്ത് ഒരു അറ്റത്ത് അവിടെ സന്നിഹിതരായ പോളിംഗ് ഏജന്റിനെക്കൊണ്ട് ഒപ്പിടീക്കുക.
6.പേപ്പര്‍ സീലിന്റെ വെളുത്ത ഭാഗത്ത് ഒരു അറ്റത്ത് പ്രിസൈഡിംഗ് ഓഫീസര്‍ ഒപ്പിടുക
7.പേപ്പര്‍ സീലിന്റെ പച്ചനിറമുള്ള ഭാഗത്ത് മദ്ധ്യഭാഗത്തായി ഡിസ്റ്റിംഗ്വിഷ് മാര്‍ക്ക് ഉപയോഗിച്ച് സീല്‍ പതിപ്പിക്കുക. അതിനുശേഷം ഒരു ചെറിയ വരയിട്ട് പെട്ടിയുടെ ക്രമനമ്പര്‍ എഴുതുക.
8.പേപ്പര്‍ സീലിന്റെ രണ്ടറ്റവും മടക്കിവെക്കുക.
9.അതിനടിയില്‍ കാര്‍ഡ്ബോര്‍ഡ് കഷണം പശവെച്ച് മുകളിലെ രണ്ടുമൂലയില്‍ സീല്‍ ചെയ്യുക.
10. ബാലറ്റുപെട്ടിയുടെ മുകളറ്റം തിരിച്ച് കമ്പിയിട്ട് കെട്ടി കടലാസുവെച്ച് സീല്‍ ചെയ്ത് വോട്ടിംഗിനായി തയ്യാറാക്കുക

വോട്ടിംഗ് തുടങ്ങുന്നതിനു മുന്‍പ്

1. പ്രിസൈഡിംഗ് ഓഫീസര്‍ പ്രഖ്യാപനം ഉറക്കെ വായിക്കുക. ജില്ലാ/ ബ്ലോക്ക് ഗ്രാമപ്പഞ്ചായത്ത് എന്നിവടങ്ങളിലേക്ക് വ്യത്യസ്ത പ്രഖ്യാപനങ്ങള്‍ ചെയ്യുക.
2.പ്രഖ്യാപനത്തില്‍ പ്രിസൈഡീംഗ് ഓഫീസറും പോളിംഗ് ഏജന്‍സും ഒപ്പ് വെക്കുക
3.ബാലറ്റുപേപ്പറുകളുടെ ക്രമനമ്പറുകളില്‍ ആദ്യത്തേതും അവസാനത്തേതും കുറിച്ചെടുക്കുവാന്‍ പോളിംഗ് ഏജന്റുമാരെ അനുവദിക്കുക.

വോട്ടിംഗ് തുടങ്ങിയതിനുശേഷം

1. തുടക്കത്തില്‍ ബാലറ്റുപേപ്പറുകള്‍ ക്രമം തെറ്റിച്ച് കൊടുക്കുക.
2.പോളിംഗ് ഓഫീസര്‍മാര്‍ കൃത്യതയോടെ ജോലി ചെയ്തുകൊണ്ടിരിക്കുക.

വോട്ടിംഗ് തുടര്‍ന്നുകൊണ്ടിരിക്കുമ്പോള്‍

1. ആവശ്യപ്പെടുന്ന പക്ഷം തിരിച്ചറിയല്‍ രേഖ ഹാജരാക്കാം.
2. തര്‍ക്കം ഉന്നയിച്ചാല്‍ 10 രൂപ കെട്ടിവെച്ച ശേഷം അത് പരിഗണിച്ചാല്‍ മതി.
3.അവസാ‍ന പോളിംഗ് ഓഫീസര്‍ ബാലറ്റുപേപ്പറിന്റെ പുറത്ത് വലതുഭാഗത്തു മുകളിലെ മൂലക്കായി തിരിച്ചറിയല്‍ അടയാളം വ്യക്തമായി കാണത്തക്കവിധം ആദ്യം നെടുകെയും പിന്നെ രണ്ടുപ്രാവശ്യം കുറുകെയും മടക്കണം.
4.അന്ധന്മാര്‍ , അവശരായവര്‍ എന്നിവര്‍ വന്നാല്‍ 18 വയസ്സിനു മുകളില്‍ പ്രായമുള്ള ഒരു സഹായിയെ തന്നോടൊപ്പം വോട്ടുചെയ്യാന്‍ അനുവദിക്കാം.
5. മുകളില്‍ പറഞ്ഞ കേസുകളില്‍ ഒരു പ്രഖ്യാപനം അനുബന്ധം എട്ടിന്റെ മാതൃകയില്‍ വാങ്ങേണ്ടതാണ്.
6.വോട്ട് മുന്‍‌കൂട്ടി ചെയ്തുപോയ കേസുകളില്‍ (ടെന്‍‌ഡേര്‍ഡ് വോട്ട് ) ബാലറ്റുപേപ്പര്‍ കൊടുക്കേണ്ടത്
അവസാനത്തേതാണ്.അങ്ങനെയുള്ള ബാലറ്റ്‌പേപ്പറിന്റെയും കൌണ്ടര്‍ ഫോയിലിന്റേയും പുറത്ത് പ്രിസൈഡിംഗ് ഓഫീസര്‍ ടെന്‍‌ഡേര്‍ഡ് ബാലറ്റുപേപ്പര്‍ എന്നെഴുതി ഒപ്പ് വെക്കേണ്ടതാണ്. ഈ ബാലറ്റുപേപ്പര്‍ പെട്ടിയിലിടരുത് ഒരു കവറില്‍ സൂക്ഷിക്കുകയും ഫോം കീപ്പ് ചെയ്യുകയും ചെയ്യേണ്ടതാണ്.
7.കേടുവന്ന - റദ്ദാ‍ക്കുന്ന ബാലറ്റുപേപ്പറിന്റെ ക്രമനമ്പര്‍ കുറിച്ചെടുക്കുവാന്‍ പോളിംഗ് ഏജന്റിനെ അനുവദിക്കുക
8. പ്രിസൈഡിംഗ് ഓഫീസറുടെ ഡയറിലിലെ പതിനേഴാം ഇനം തയ്യാറാക്കുന്നതിനുവേണ്ട വിവരങ്ങള്‍ ശേഖരിക്കുക.
9. വോട്ടര്‍മാര്‍ ബാലറ്റുപെട്ടിയില്‍ വോട്ട് കൊണ്ടുവന്നിടുന്നില്ലേയെന്ന് ശ്രദ്ധിക്കുക.
10.ഇടക്കിടെ L ആകൃതിയിലുള്ള ഇരുമ്പ് ദണ്ഡ് ഉപയോഗിച്ച് പേപ്പര്‍ സീലിനു കേടുപറ്റാതെ ബാലറ്റുപെട്ടിയിലെ ബാലറ്റുപേപ്പര്‍ ഒതുക്കുക.

വോട്ടിംഗ് അവസാനിപ്പിക്കുമ്പോള്‍

1.ക്യൂവില്‍ നില്‍ക്കുന്നവര്‍ക്ക് സ്ലിപ്പ് നല്‍കുക;അവസാനത്തെ ആള്‍ക്ക് ആദ്യത്തെ നമ്പര്‍ നല്‍കുക
2. വോട്ടെടുപ്പ് അവസാനിച്ചുകഴിഞ്ഞാല്‍ അത് ഔദ്യോഗികമായി പ്രഖ്യാപിക്കുക. പ്രഖ്യാപനം ചെയ്യുക.
3.ബാലറ്റുപെട്ടി അടച്ച് സീല്‍ ചെയ്യുക.
4.കെട്ടിന്മേല്‍ കടലാസുകഷണമോ കാര്‍ഡ്‌ബോഡോ വെച്ച് സീല്‍ ചെയ്യുക.
5.ബാലറ്റുപെട്ടി കാന്‍‌വാസ് ബോക്സിലാക്കി തയ്യലിട്ട് സീല്‍ ചെയ്യുക.
6.ബാലറ്റുപെട്ടിയുടെ തുണിസഞ്ചിയില്‍ പൂരിപ്പിച്ച അഡ്രസ്സ് ടാഗും ലാബലും ഘടിപ്പിക്കുക.
7. ഒന്നാം പോളിംഗ് ഓഫീസര്‍ സ്ത്രീ സമ്മതിദായകരുടെ എണ്ണം കണക്കക്കുക.
8. ബാലറ്റുപേപ്പര്‍ കണക്ക് തയ്യാറാക്കി അത് പ്രിസൈഡിംഗ് ഓഫീസറുടെ ഡയറിയിലും മറ്റു ഫോമുകളിലും രേഖപ്പെടുത്തുക.
9.ബാലറ്റു പേപ്പര്‍ അക്കൌണ്ട് തയ്യാറാക്കുക . ഇതിലേക്കായി

13. ഒന്നാമത്തെ പാക്കറ്റില്‍ സ്റ്റാറ്റ്യൂട്ടറി കവറുകള്‍ എന്നെഴുതി ഏഴ് മുദ്രവെച്ച കവറുകള്‍ അതില്‍ വെച്ച് മുദ്രവെക്കുക.ഈ കവര്‍ സ്വീകരണകേന്ദ്രത്തില്‍ തുറന്ന് വെരിഫൈ ചെയ്തശേഷം വീണ്ടും മുദ്രവെക്കേണ്ടതുമാകുന്നു.

16.മൂന്നാമത്തെ വലിയ പാക്കറ്റില്‍ എട്ട് വസ്തുക്കള്‍ വെക്കുക ; മുദ്രവെക്കേണ്ടതില്ല.
17. ബാക്കിയുള്ള വസ്തുക്കള്‍ നാലാമത്തെ പാക്കറ്റില്‍ ഉള്‍ക്കൊള്ളിക്കുക.
18.സ്റ്റാറ്റ്യൂട്ടറി കവറുകള്‍ ഒഴികെയുള്ള മുദ്രവെക്കാത്ത കവറുകള്‍ ചരട് ഉപയോഗിച്ച് കെട്ടി ഭദ്രമാക്കുക; ഇവ സ്വീകരണ കേന്ദ്രത്തില്‍ വെരിഫൈ ചെയ്യേണ്ടവയാണ്.
19. അക്വിറ്റന്‍സ് വൈരിഫൈ ചെയ്യുക ; പണം കൃത്യമായി കൊടുക്കുക. രേഖ കയ്യില്‍ വെക്കുക

സ്വീകരണകേന്ദ്രത്തില്‍ തിരികെ കൊണ്ടുകൊടുക്കുമ്പോള്‍

Prepare and forward the proposals of grace marks on the basis of Youth festival to the Director, VHSE, Thiruvananthapuram on or before 23-03-2010 and the proposals on the basis of Sports to the DPI, Thiruvananthapuram.

സംസ്ഥാനത്തെ സര്‍ക്കാര്‍ ജീവനക്കാരുടെയും അധ്യാപകരുടെയും ശമ്പള പരിഷ്കരണത്തെക്കുറിച്ച്‌ പഠിക്കാന്‍ റിട്ടയേഡ്‌ ഹൈക്കോടതി ജസ്റ്റിസ്‌ രാജേന്ദ്രബാബു അധ്യക്ഷനായി കമ്മീഷനെ മന്ത്രിസഭ നിയോഗിച്ചു. സെന്റര്‍ ഫോര്‍ ഡവലപ്മെന്റ്‌ സ്റ്റഡീസിലെ ഡോ. പി. മോഹനന്‍പിള്ള, അഭിഭാഷകനായ വേണുഗോപാലന്‍ നായര്‍ എന്നിവര്‍ അംഗങ്ങളായ കമ്മീഷനോട്‌ ആറുമാസത്തിനകം റിപ്പോര്‍ട്ട്‌ സമര്‍പ്പിക്കണമെന്നാണ്‌ നിര്‍ദ്ദേശിച്ചിരിക്കുന്നത്‌. ഐഎഎസുകാരെ കമ്മീഷന്റെ അധ്യക്ഷനായി നിയമിക്കുന്ന പതിവില്‍നിന്ന്‌ വ്യത്യസ്തമായി ഇതാദ്യമായാണ്‌ ഹൈക്കോടതി ജഡ്ജിയെ നിശ്ചയിച്ചിരിക്കുന്നത്‌. ഡോ. മോഹനന്‍ പിള്ളയെ സാമ്പത്തിക വിദഗ്ധന്‍ എന്ന നിലയിലും അഡ്വ. വേണുഗോപാലിനെ സര്‍വീസ്‌ വിഷയങ്ങളില്‍ പ്രാവീണ്യമുള്ളയാള്‍ എന്ന നിലയിലുമാണ്‌ കമ്മീഷനില്‍ ഉള്‍പ്പെടുത്തിയത്‌. ജീവനക്കാരുടെ പ്രമോഷന്‍, ശമ്പളഘടന, മറ്റ്‌ ആനുകൂല്യങ്ങള്‍ എന്നിവ സംബന്ധിച്ച ശുപാര്‍ശകളാണ്‌ കമ്മീഷന്‍ സമര്‍പ്പിക്കേണ്ടതെന്ന്‌ മന്ത്രിസഭാ യോഗതീരുമാനങ്ങള്‍ വിശദീകരിച്ച മുഖ്യമന്ത്രി വിഎസ്‌ അച്യുതാനന്ദന്‍ പറഞ്ഞു.
വിവിധ തസ്തികകളിലെ വേതനത്തിന്റെ അന്തരം കുറയ്ക്കുക, സ്ത്രീ ജീവനക്കാരുടെ ആനുകൂല്യം പരിശോധിക്കുക തുടങ്ങിയവയും കമ്മീഷന്റെ പരിഗണനാ വിഷയങ്ങളാണ്‌. പെന്‍ഷന്‍ പരിഷ്കരണവും ഇതോടൊപ്പം ഉണ്ടാകും. കമ്മീഷന്റെ പ്രവര്‍ത്തനങ്ങള്‍ക്കായി മുപ്പത്‌ പേരടങ്ങുന്ന കമ്മീഷന്‍ സെക്രട്ടറിയേറ്റ്‌ രൂപീകരിക്കാനും മന്ത്രിസഭ തീരുമാനിച്ചിട്ടുണ്ട്‌. മുന്‍ കമ്മീഷനുകളില്‍ നിന്ന്‌ വ്യത്യസ്തമായി റിട്ട. ജസ്റ്റിസിനെ അധ്യക്ഷനാക്കണമെന്ന്‌ ധനവകുപ്പ്‌ നേരത്തെ സര്‍ക്കാരിനോട്‌ ശുപാര്‍ശ ചെയ്തിരുന്നു. ഈ ശുപാര്‍ശ മന്ത്രിസഭ അംഗീകരിക്കുകയായിരുന്നു. ഐഎഎസ്‌ ഉദ്യോഗസ്ഥരോ റിട്ടയേഡ്‌ ഐഎഎസ്‌ ഉദ്യോഗസ്ഥരോ ശമ്പള കമ്മീഷന്‍ അധ്യക്ഷ സ്ഥാനത്ത്‌ എത്തുമ്പോള്‍ ഐഎഎസ്‌ ഉദ്യോഗസ്ഥര്‍ക്ക്‌ കൂടുതല്‍ ആനുകൂല്യങ്ങള്‍ നല്‍കാന്‍ ശുപാര്‍ശ ചെയ്യുന്നുവെന്നാണ്‌ ധനവകുപ്പിന്റെ കണ്ടെത്തല്‍.

വര്‍ഷങ്ങളായി ശമ്പളമില്ലാതെ ജോലി ചെയ്യുന്ന എയ്ഡഡ്‌ സ്കൂള്‍ അധ്യാപകരുടെ നിയമനം അംഗീകരിക്കുന്നതു സംബന്ധിച്ചു സര്‍ക്കാര്‍ പുറപ്പെടുവിച്ച ഉത്തരവിലെ നിബന്ധനകള്‍ക്കെതിരേ അധ്യാപക സംഘടനകളും മാനേജര്‍മാരും രംഗത്ത്‌. നിയമനം അംഗീകരിക്കണമെങ്കില്‍ ഭാവിയിലെ ഒഴിവുകളില്‍ പ്രൊട്ടക്ടഡ്‌ അധ്യാപകരെ നിയമിക്കണമെന്നും ഇതിനു മാനേജര്‍മാര്‍ നോട്ടറി മുമ്പാകെ ഒപ്പിട്ട സത്യവാങ്മൂലം നല്‍കണമെന്നുമാണ്‌ പൊതുവിദ്യാഭ്യാസ വകുപ്പ്‌ ഉത്തരവിട്ടിരിക്കുന്നത്‌. ബാലിശമായ നിര്‍ദേശമായാണ്‌ അധ്യാപക സംഘടനകള്‍ വിലയിരുത്തുന്നത്‌. യാതൊരു പ്രയോജനവുമില്ലാത്ത വിധത്തില്‍ അന്യവിദ്യാലയത്തിലെ പ്രൊട്ടക്ടഡ്‌ അധ്യാപകരെ നിയമിക്കാന്‍ മാനേജര്‍മാര്‍ തയാറാകില്ല. അതുകൊണ്ടുതന്നെ ഫലത്തില്‍ നിയമനാംഗീകാരം തടസപ്പെടുമെന്നു അധ്യാപക സംഘടനകള്‍ ഉത്ക്കണ്ഠപ്പെടുന്നു.എയ്ഡഡ്‌ സ്കൂളുകളിലെ അധിക ഡിവിഷന്‍ ഒഴിവുകളില്‍ 2006-07 വര്‍ഷം മുതല്‍ നിയമന നിയന്ത്രണം നിലനില്‍ക്കുകയായിരുന്നു. ക്ലാസില്‍ ആവശ്യത്തിനു കുട്ടികള്‍ ഉണ്ടായിട്ടും ഇവരുടെ നിയമനം അംഗീകരിക്കപ്പെട്ടില്ല. ഈ നിയന്ത്രണം നീക്കിക്കൊണ്ട്‌ ജനുവരി 12 നു പൊതുവിദ്യാഭ്യാസ വകുപ്പ്‌ പുറപ്പെടുവിച്ച (ജെ) പി. 10 /10 നമ്പര്‍ ഉത്തരവിലെ നിബന്ധനകളാണ്‌ വിവാദമായിരിക്കുന്നത്‌. ഏഴു നിബന്ധനകളില്‍ അഞ്ചാമത്തേതില്‍ ഇങ്ങനെ പറയുന്നു: 2006-07 മുതല്‍ 2009-10 വരെയുള്ള അധ്യയന വര്‍ഷങ്ങളില്‍ എയ്ഡഡ്‌ സ്കൂളുകളിലെ അധിക ഡിവിഷന്‍ ഒഴിവുകളില്‍ നടത്തിയ നിയമനങ്ങള്‍ അംഗീകരിക്കുന്നതിന്‌, അടുത്ത അധ്യയന വര്‍ഷം, അതായത്‌ 2010-11 മുതല്‍ ടി സ്കൂളുകളില്‍ പുതിയ ഒഴിവുകള്‍ വരുന്ന ഘട്ടത്തില്‍, 2006-07 മുതല്‍ 2009-10 വരെയുള്ള കാലയളവില്‍ നിയമിതരായവര്‍ക്കു തുല്യമായ എണ്ണം പ്രൊട്ടക്ടഡ്‌ അധ്യാപകരെ നിയമിക്കാമെന്നു സമ്മതിച്ചുകൊണ്ടുള്ള നോട്ടറി സാക്ഷ്യപ്പെടുത്തിയ സമ്മതപത്രം 50 രൂപ മുദ്രപ്പത്രത്തില്‍ അതാത്‌ സ്കൂള്‍ മാനേജര്‍മാര്‍ ബന്ധപ്പെട്ട വിദ്യാ‘്യ‍ാസ ഓഫീസര്‍മാര്‍ക്കു സമര്‍പ്പിക്കണം. ഇതാണ്‌ വ്യാപക പ്രതിഷേധത്തിന്‌ ഇടയാക്കിയിരിക്കുന്നത്‌. നല്ല നിലയില്‍ പ്രവര്‍ത്തിക്കുന്ന വിദ്യാലയങ്ങളില്‍ കുട്ടികളുടെ എണ്ണം വര്‍ധിക്കുമ്പോള്‍ മറ്റു ചില വിദ്യാലയങ്ങള്‍ ആവശ്യത്തിനു കുട്ടികളില്ലാതെ വലയുകയാണ്‌. ഇത്തരം വിദ്യാലയങ്ങളിലെ പ്രൊട്ടക്്ഷനുള്ള അധ്യാപകരെ നല്ല നിലയില്‍ പ്രവര്‍ത്തിക്കുന്ന വിദ്യാലയത്തില്‍ മാറ്റി നിയമിക്കണമെന്ന നിബന്ധനയാണ്‌ സര്‍ക്കാര്‍ പുതിയ ഉത്തരവിലൂടെ മുന്നോട്ടുവച്ചിരിക്കുന്നത്‌. ഇത്‌ മാനേജ്‌മന്റ്ു‍കള്‍ അംഗീകരിക്കില്ലെന്നു വ്യക്തമാണ്‌. നിയമനത്തില്‍ സര്‍ക്കാര്‍ ഇടപെടുന്നതിനു തുല്യമാണിത്‌. ഈ ഉത്തരവിനെതിരേ മാനേജര്‍മാര്‍ കോടതിയെ സമീപിക്കാനും ഒരുങ്ങുകയാണ്‌. പുതിയ ഉത്തരവിലെ മറ്റൊരു നിബന്ധനയും ചോദ്യം ചെയ്യപ്പെടുകയാണ്‌. ‘2006-07 മുതല്‍ 2009-10 വരെ അധിക ഡിവിഷന്‍ ഒഴിവുകളില്‍ നിയമിതരായവര്‍ക്കു തുല്യമായ എണ്ണം പ്രൊട്ടക്ടഡ്‌ അധ്യാപകരെ നിയമിച്ചു കഴിഞ്ഞാല്‍ ഭാവിയില്‍ അധിക ഡിവിഷന്‍ ഒഴിവുകളുണ്ടാകുന്ന മുറയ്ക്ക്‌ എല്ലാ എയ്ഡഡ്‌ വിദ്യാലയങ്ങളിലും 1:1 എന്ന ക്രമത്തില്‍ പ്രൊട്ടക്ടഡ്‌ അധ്യാപകന്‍, പുതുതായി നിയമിതനാവുന്ന അധ്യാപകന്‍ എന്ന മുറയ്ക്കെ നിയമനം നടത്താന്‍ പാടൂള്ളൂ.’ പുതിയ ഒരധ്യാപകനെ നിയമിക്കുമ്പോള്‍ പിന്നാലെ ഒരു പ്രൊട്ടക്ടഡ്‌ അധ്യാപകനെയും നിയമിക്കണമെന്നാണ്‌ ഈ നിബന്ധന. മറ്റു വിദ്യാലയത്തിലെ അധ്യാപകരെ പേറേണ്ട ബാധ്യത തങ്ങള്‍ക്കില്ലെന്നാണ്‍്‌ നല്ല നിലയില്‍ പ്രവര്‍ത്തിക്കുന്ന വിദ്യാലയ മാനേജര്‍മാരുടെ ഇതിനോടുള്ള പ്രതികരണം. എയ്ഡഡ്‌ സ്കൂളുകളില്‍ പുതിയ അധ്യാപകരുടെ നിയമനാംഗീകാരം തടയുകയാണ്‌ വിദ്യാ്യ‍ഭ്യാസ വകുപ്പിന്റെ ഉത്തരവിനു പിന്നിലെന്നു അധ്യാപക സംഘടനകള്‍ ആരോപിക്കുന്നു. നിലവില്‍ പ്രൊട്ടക്ടഡ്‌ അധ്യാപകരെ സര്‍ക്കാര്‍ സ്കൂളുകളിലാണ്‌ മാറ്റി നിയമിച്ചു വരുന്നത്‌. ഇതു പിഎസ്സി വഴിയുള്ള നിയമനം കാത്തുനില്‍ക്കുന്നവരുടെ അവസരം ഇല്ലാതാക്കുകയാണെന്ന ആക്ഷേപവും നിലവിലുണ്ട്‌.

PREFACE

Vocational Higher Secondary Education in Kerala is at crossroads, which forced the C.P. Nair Committee on KER reforms to recommend that it is irrelevant to conduct Vocational Education at the Higher Secondary level. Having completed a quarter of a century in its march, it still fails to create an impact upon the Higher Secondary Education at large. Cutting across the spectrum of Higher Secondary Education we find that it neither caters to the goals of traditional education nor to the Vocational education since it is an amalgam of both.

In a state like Kerala where the people are highly enlightened, Vocational Education in the strictest sense will not be accepted unlike in the other states of India. In order to provide vertical mobility in Higher Education, traditional subjects are also included in the syllabi along with the vocational subjects. But the quality of vocational education is being compromised and the authorities fail miserably in updating the courses in accordance with the courses of modern times. It is at this backdrop that the Non Vocational Lecturers Association has undertaken the task of conducting a Survey which reveals some shocking facts regarding the very conduct of the VHSE in Kerala.

In the light of the various findings we discussed the issues with some of the eminent academicians of Kerala which included teachers of Technical and Arts colleges, teachers of both Higher Secondary Education and Vocational Higher Secondary, Computer professionals, media persons, legal experts, medical experts, job consultants and so on, and the end product is this booklet.

I

OVERVIEW

The Vocational Higher Secondary was implemented in the State in the year 1983-84, with its declared vision “to make available skilled, trained and competent workforce in middle level blue collar job market which will stimulate the economy and lead to increased productivity and faster development in all areas of the society.” But in the present scenario it fails miserably to cater to the needs of the job market or strengthen itself as an effective system of education which could attract the student community at large. In this backdrop the Non Vocational Lecturers Association conducted a survey which revealed the reasons for the unpopularity of the course which are manifold.
The major areas of concern are :

Courses are not updated to match the job challenges of the modern globalized world. At present VHSE fails to act either as a strong foundation course or as a strong basis for self employment/career. The survey revealed widespread discontent among the teaching fraternity and student community regarding the syllabi and conduct of the VHSE in Kerala. Nearly 95% of teachers interviewed were of the opinion that the vocational syllabus reform is highly pertinent. 74% of the students opted VHSE since they were unsure of making it to the HSE. 82% of the students were unaware of the prospects of VHS courses. Around 72% of the parents are in the dark about the courses and their prospects.
Unscientific Timetable
Physical Education has not yet been a part of the mainstream VHSE, though there is a course exclusively for it.
Lack of qualified persons to conduct academic supervision in schools as the Headmaster of the High School is given full additional charge of Principal.
Recognition problem with various Universities outside Kerala.
Names of the existing courses such as MRRTV. Clothing and Embroidery, MRDA, MRTT etc mislead the community at large to believe that the syllabus covers just the titled areas alone.
The vocational syllabus does not cover important core areas related to the concerned subject and its new developments.
The syllabus of the General Foundation Course has to be modified as to incorporate more relevant areas.
PSC recognition has to be ensured to all the VHSE courses so as to make the course more appealing in terms of job prospects.
Despite having highly qualified teaching faculty (engineers, veterinary doctors, dentists, lab technicians, computer experts etc) the quality of education is not up to the mark due to the inadequacy of syllabus, especially in the Vocational area.
Lack of professionalism which continued for a long period of twenty years in the absence of permanent officials in the Administrative System and lack of permanent teaching faculty in the Govt. VHS Schools. (The issue has been partly solved with the appointment of Administrative Staff and teaching faculty by Public Service Commission.)

Suggestions for Improvement

The following steps could be adopted to revive and rejuvenate the VHSE:

Syllabus of Vocational subjects: Vocational content should be strengthened by making the students undergo training in four core areas in the concerned paper – two in the first year and two in the second year. The syllabus has to be designed by experts in the concerned field.
Academic Supervision: Lack of competent persons to perform the Academic Supervision is a matter of grave concern in the VHSE. As the school Head master (who doesn’t possess adequate qualification to be a VHSE teacher and thereby also fails to command the respect of the VHSE teachers) is redesignated as principal at present in the VHSE, academic supervision is being compromised. Thereby, the quality of education is also compromised. So, the senior most qualified teacher from the VHSE may be appointed as the principal to ensure proper academic supervision.
Renaming of Courses: Instead of confining to the repairing or maintenance of equipment, the area it covers would be a better title as in the case of engineering subjects. E.g. Electronics, Automobile, Mechanical, Civil, Fashion Designing etc instead of MRRTV, MRA,MR2W&3W, MRDA,CCM, Clothing & Embroidery etc.
Syllabus of GFC: General Foundation Course should be converted to a Vocational paper since it aims at creating the right sort of aptitude for a job. At present, there are only two periods per week for GFC, which should be made four/week. (Thereby the GFC teachers too would be eligible for a scale of pay, which is sadly being denied now.) Currently Entrepreneurship and Environment are the only two papers included in it. Soft Skill Development Programs (GD, Seminars, and Presentations etc), Personality Development and Professional Management should also be included.
PSC Recognition for all Vocational Courses: Out of the forty two courses conducted by the VHSE only thirteen courses have got the recognition of the Kerala Public Service Commission. The recognition has to be extended to all the courses so as to make it more appealing and utilitarian. Concurrence of other departments has to be attained to fulfil this long cherished dream, so that the Public Service Commission will consider VHSE as one of the basic qualifications for a job in the concerned field.
Timetable: The ideal attention span of students is 40 – 45 minutes. Currently each period is of one hour duration. If the duration of each period is shortened to 45 minutes each, as in the Higher Secondary Education, there is the feasibility element as well as convenience for different subjects to get adequate time. The present timetable does not contain adequate leisure time and the students find it very difficult to cope with.
Physical Education: Physical Education has not yet been a part of the mainstream VHSE, though there is a course exclusively for it. As per the new policy of the Government it has to be included in the curriculum. For that the existing timetable has to be rescheduled.
Recognition for VHSE Courses by all Universities outside Kerala: It is claimed by the Vocational Higher Secondary department that it has got the recognition of the Association of Indian Universities, the apex body which recognizes the various courses conducted by the Universities in India. But Universities like MGR University, Tamil Nadu, Rajeev Gandhi University of Health Education, Karnataka and some other Universities still fail to acknowledge VHSE of Kerala as an equivalent of Higher Secondary Education. So it is high time the Government took steps so as to resolve this issue as it badly affects the reputation of the courses.
On the Job Training (OJT): OJT can be made more effective if the Government/the Department itself finds institutions/firms where the students may undergo OJT in the concerned area. At present the quality of OJT is compromised as the schools themselves have to find firms for OJT, and these firms may not have enough infrastructural facilities to train the students. OJT should be conducted during the summer vacation so that valuable instruction time can be saved. Proper monitoring should ensured on the conduct of OJT
Excess Workload for a Section of Teachers: In schools where there are three or four courses in Science, Physics, Chemistry and Biology teachers already have a workload of 24 hours per week. When it is converted into periods of 45minutes duration, their workload will go up to 32 periods per week. Twenty four hours per week is unscientific as far as the workload of a teacher is concerned, especially under the grading system. To improve the quality of education to the desired level, fresh appointments will have to be made to streamline the workload and increase productivity. The existing workload of 24 hours per week itself is an overburden for those who handle it. To bring out the best of any system of education, the quality has to be ensured through academic measures which primarily consist of having enough time and competent faculty who are not under the duress of excess workload.
Computer Education: For the existing courses in the Group D (like Accountancy and Auditing, Office Secretary Ship, Group Insurance, Marketing and Salesmanship, Banking Assistance, Reception, Book keeping and Communication), typewriting and shorthand are the areas specified for practical work related to the vocational content. It is absolutely nonsensical to conduct such practical work as typewriting and shorthand as it has given way to modern job opportunities in the field of computers. Instead, the basics of computer has to be taught like MS Office, Internet etc, which will be an added advantage to the students.
Lateral Entry into Polytechnics: VHSE pass outs have a 2% reservation for admission to the Polytechnics of Kerala. It is desirable to allow lateral entry for the VHSE pass outs to the Polytechnics of the State as in Tamil Nadu, so that more students will opt for VHSE as a window to technical education.
Reservation for admission to courses like B.Sc. MLT, B.Sc. Agriculture etc: At present VHSE pass outs have a 5% reservation to B.Sc. MLT courses under the Mahatma Gandhi University. It should be extended to all the universities in Kerala. It will be advantageous to give this benefit to B.Sc. Agriculture Course as well.

Revamping of VHSE in Kerala to meet the Global Challenges

Traditionally the purpose of education was not related to job. It was just building up on the knowledge/acquisition of knowledge/a process of getting enlightened. Later, by mid 20th century, the focus shifted to jobs, i.e. education leading to jobs. But one had to wait for a very long time for vocational courses to appear at the Higher Secondary level before people turning to professional courses.

Some people still have a doubt whether age 15 is the right time to embrace a career oriented course. Probably the current vocational courses are still run on an experimental basis. Despite having been operational for nearly two decades, it still caters to the job requirements of the 1980’s. No systematic study or survey has been conducted to assess the job placement factor. That is why we are now seriously thinking of contextualizing these vocational courses for making it more vibrant and meaningful.

The Higher Secondary level education today runs on the basis of a three-way division into Science, Humanities and Commerce. Even vocational courses follow this pattern by bringing in one so-called vocational paper to give the course the touch of a career. This is not the way vocational courses have to be designed. A vocational paper is simply used as a supplement to the mainstream course.

The reason why vertical mobility is projected as the advantage is sheer convenience and to a certain extent a measure of escapism. Students after the vocational course technically have the freedom to choose between further study of a mainstream course, further study in a compatible technical-professional course or direct entry into a career. The third option is totally irrelevant as nobody appoints the vocational Higher Secondary School products in responsible career positions. There are no direct placement options available at present i.e. no campus interviews are done in Vocational Higher Secondary Schools by companies.

For the second option – professional course – students prefer a regular +2 as all the competitive exams are based on the CBSE, ISC, State Syllabus regular course. Here again vocational courses put such career aspirants e.g. nursing, medicine, engineering etc at a disadvantage.

Regarding the first – Vocational Higher Secondary is not at all needed as these students would have to continue with mainstream education, taking up Degree courses in Arts & Science colleges, possibly with a view to secure a government job after writing UPSC, PSC examinations.

This is the background at which one tries to revamp the vocational system to make it attractive and market oriented.

The fields of employment may be broadly classified into four categories
1. Government jobs
2. Technical – Professional jobs
3. Career in companies, educational institutions, media and law
4. Self employment or agriculture.

When courses are designed, the curriculum planners should keep in mind the end career rather than the means to any career. At present by offering three regular papers from among Mathematics, Physics, Chemistry, Biology, Commerce, Accountancy, Business Studies, Management, Economics, History, Politics etc and one vocational paper, the exposure of vocational content is marginalized with a low weightage of only 25%.

Vocational content should be selected by schools from the long list of such courses provided by the Vocational Higher Secondary Directorate. The existing seven Regional Directorates should fall within three geographical zones. At zonal level the schools must be in a position to select the vocational course based on local demand, core competence of the school and general convenience. Accommodation of teachers should not be the criterion for the selection of vocational courses. Also, the retention of teachers engaging regular subjects should not be the prime criterion. Instead, the enquiries coming from students and teachers should form the basis for such a selection. For instance a school located in Kuttanad should be an ideal candidate for a vocational course in agriculture and farming with special emphasis on paddy cultivation. Similarly, a school in the rubber belt can also choose a similar course with rubber cultivation as one of the career options. Here agriculture can be the third vocational area and paddy cultivation/rubber cultivation, whichever the case may be, can be the fourth area. Following the same principle, the urban schools may choose technical/professional aspects for third and fourth areas. And semi-urban centres can try ITI/ITC like courses in carpentry, masonry, plumbing, electrician, draftsman civil, aluminium fabrication, and other construction related course. Any area can choose any course, depending on the above mentioned criteria or pressure from the parents and students to undertake a particular plan of study.

Accordingly, the courses available may be divided into four categories as mentioned above. The details may be as follows.

Courses for Career Development Management: At present no systematic thought has gone into the need to impart skill in facing UPSC/PSC examinations, which are prerequisites for securing a career in government. As 2% of the jobs at an all India level is the exclusive domain of the government and another 4 – 5 % in semi governmental sectors and banks based on tests, this segment has enormous importance. Here, the third area can be on General Knowledge and current affairs in which students are equipped to face any competitive tests conducted by any agency. The fourth area can be on either banking or Civil Service. Apart from the services of the regular teachers, the help of visiting faculty having special knowledge of field chosen by the school may also be utilized. Career consultants, government employees or banking experts may form this category. These schools should be equipped with plenty of reference books, periodicals and newspapers. Children should have access to well-equipped computer lab with uninterrupted internet facility. The courses likely to generate job opportunities in the future and can be tried by Vocational Higher Secondary sector may be the following:

G.K. & Current Affairs
Banking
Civil Service
Event Management

Courses for entering professional studies: Professionalism is the basic factor to be inculcated with courses forming this category. Professions can range from medicine, nursing, engineering, IT to skilled jobs like carpentry, masonry, electrician, welding, automobile mechanics, mobile technology and the like. This category needs special facilities in schools, including well-equipped laboratories, workshops etc and the services of visiting faculty as and when required. The third area can be on different job avenues as well as the theoretical content. The fourth area should be specifically on the proposed vocation e.g. nursing, office secretary ship, draftsman civil etc and the applied content. This segment faces a stiff challenge from both regular Higher Secondary (Students wanting to go for medicine, engineering and nursing are likely to prefer this) and ITIs/ITCs (possibility of better skill acquisition from ITI/ITC having good infrastructural facilities). This segment is very important as the jobs available overseas as well as in different parts of the country requires technically skilled and professionally qualified people. These courses should ideally form the stepping stone for the undergraduate and postgraduate courses in various professional sectors. As far as skilled work is concerned, the industry should absorb the Vocational Higher Secondary products directly through campus recruitment. Courses for seeking a career in companies, hospitals, educational institutions, media and law etc: Enormous number of jobs are available in sectors such as education, media, law etc as well as the industry in managerial capacities. The common basic requirement unlike the technical – professional segment mentioned above is the soft skills. Here, when courses are designed, the third area should definitely be on soft skills. A series of group discussions (GD), seminars, presentations and the like should form the content of this part. The fourth area should focus upon the future career such as Media & Communication, Business Management, Marketing, Accounting (Chartered Accountancy), Law etc. The teachers of tomorrow also should ideally come through this stream in which they should get proper orientation as well as training in Teaching Methods, Student Psychology etc. In addition to entering a career offered by either government or Private Sector Companies, those completing this course, especially the ones involving managerial and marketing skills can try to become entrepreneurs. The entrepreneurial culture which is fast deteriorating in Kerala may be revived up to a certain extent with the help of such courses which can produce good shopkeepers and other entrepreneurs. Courses for Agriculture/Self employment: In a country like India with a GDP exposure of 70% in agriculture, the Vocational Higher Secondary sector had almost completely ignored agriculture related and self employment related content in the course curriculum. It is time to include a number of agriculture related areas in the syllabus, so that the future generations of farmers are able to increase the productivity level to such an extent that the food security of the country is successfully addressed. In this category the third area should provide a general understanding of the agricultural and livestock related scenario in the country and the fourth area should be specifically on a select crop or livestock. The experiences of successful farmers engaged in various crops should be shared with the students in seminars and workshops arranged in schools. Also, students should be taken to farmlands to get the real feel of agriculture. The course curriculum should range from modern farming techniques, use of equipments, pesticides, fertilizers to technology intensive and R&D related aspects like biotechnology, microbiology, and the like. The products of this course may either take up B.Sc. Agriculture for Higher Studies or can go to field directly. In addition to this they can seek assistance from local cooperatives as well as district level KVKs to set up their own farms and also in marketing of agricultural products. These four divisions include all the existing nine branches under which VHSE is presently designed. The above mentioned 4-fold classification of Vocational Programmes will be effective only if the students after Standard X receive a proper orientation that will equip them to select the right kind of course based on their real aptitude. This illustrates the need to have a brief Foundation Programme lasting for 3 or 4 weeks after the school final examinations. Those opting for such a course provided by the State Government in select Higher Secondary Schools (both Vocational and General) should receive relevant counselling to identify their core competency, natural inclination and general aptitude. If this exercise is not carried out, the proximity to the school rather than the aptitude for the course that will bring the students to the Vocational Higher Secondary Schools. This will be a sure recipe for total disaster of the Vocational Schools. Therefore the need of the hour is a filtering mechanism to orient the career aspiring students in the right direction and a properly designed curriculum.

In order to help the aspiring students as well as the parents to identify the most productive course having immense job potential, it may be recommended that the state government after a survey publish a list of courses that will ensure adequate, sustainable job prospects. The schools as well as the candidates can take it as a guideline in starting/choosing a course of their liking. This will help the Vocational Higher Secondary segment retain its vibrancy in the changing times.

Effective Time Management by rescheduling the present Timetable
The Non Vocational Lecturers Association have also undertaken a study of the present timetable and found it unscientific to the core. We found that the present timetable does not contain adequate leisure time and the students find it very difficult to cope with. Kindly go through the following model of timetable which allows adequate leisure time as well as enough time for each and every subject.

The ideal attention span of students is 40 – 45 minutes. Currently each period is of one hour duration. If the duration of each period is shortened to 45 minutes each, as in the Higher Secondary Education, there is the feasibility element as well as convenience for different subjects to get adequate time.

Physical Education has not yet been compulsory for all courses of VHSE. As per the new policy of the Government it has to be included in the curriculum. For that the existing timetable has to be rescheduled. The following is a model of the time table we propose. We presume that it is feasible and provides breathing space for students of VHSE.

To give due emphasis to vocational education, eighteen periods per week have been allocated exclusively to vocational subjects, whereas all other major subjects are given eight periods per week. These eighteen periods are split into eight theory periods and ten practical periods.

General Foundation Course (GFC) is at present allotted two hours per week in each course. It has to be made an important subject by strengthening its syllabus and allocating more periods to it. Even those who were appointed by the PSC as GFC teachers are denied scale of pay by citing inadequacy of work load. Since GFC is part of Vocational Education, its syllabus has to be revamped by including papers other than Environmental Studies and Entrepreneurship.

Merits of the revised time table:

The proposed timetable provides adequate leisure time. (A very rigid timetable which permits hardly any leisure time is followed at present.)
Banks on the ideal attention span of students.
Advantageous to all categories of teachers by providing more number of periods and thereby ensuring more flexibility to cover the syllabi/deal with the curriculum. (Inadequate distribution of theory periods to subjects like Physics, Chemistry and Biology. At present each of these subjects have only six periods of one hour duration out of which two have to be devoted for practical work. It leaves very little time for theory classes, during which teachers are unable to cover their portions thoroughly.)
At the time of finalization of the Vocational Higher Secondary Special Rules, fifteen periods per week was considered to be the criterion for a full time post. But many of the teachers couldn’t make it as they have only twelve hours per week, though it is the equivalent of sixteen periods per week in the Higher Secondary Education. So, if the timetable is modified such that each period has duration of 45 minutes, the issue of the workload can also be solved, as the teachers will have at least sixteen periods per week. And no further appointments will be needed as a teacher can manage up to a maximum of twenty four periods per week.
GFC teachers are better accommodated by making it an important subject and allocating it more periods per week. The relevance of GFC paper is enhanced.
(At present GFC is not given due importance and it has got just two periods per
week, which has created many problems to the concerned teachers. It has gone to the extent of the Government denying them the scale of pay. So we propose that the number of periods be hiked to four per week so that at least part time scale is given to the GFC teachers in schools where they have only two courses. Increase in the content of GFC definitely demands more number of periods.)
The basic principle of education is that a sound mind exists only in a sound body. More than that the sports activities enhances the overall enthusiasm of the students which will naturally be transformed into their academic performance also. So Physical Education has to be included in the curriculum.
The timetable we have proposed ensures uniformity in the sense that it allows all the important subjects to have eight periods per week. It deals with the lack of uniformity in allocation of periods.

V

CONCLUSION

VHSE should be converted to a meaningful and effective course by restructuring its syllabus to meet the demands of the modern job market and thereby making it either a strong foundation course or as a means to career or self employment. Vocationalization of education is a concept accepted world over. In other states of our country the course is being conducted without traditional subjects like Arts, Science and Commerce. When it comes to Kerala, a state with highly enlightened people, it has to be conducted in a different manner. It has to be modified according to the demands of the modern globalized world. Curriculum revision is the need of the hour. Since it is too demanding for the students to undergo an in-depth study in the proposed Vocational papers, it is desirable to have a study of the basics of the concerned papers, so as to meet the goals of Vocational Education.

Many of the courses conducted currently are designed to meet the challenges of the 80s and 90s. In that sense many of the courses have lost its significance/relevance/have become redundant. At the same time, the traditional form of Higher Secondary Education which includes Arts, Science and Commerce streams has to be strengthened. The Department should come under Higher Secondary Education and there should be a separate wing for vocational education within that. Only those who really opt for vocational education should go for it. The present trend of students undergoing VHSE and trying out courses in traditional education shows that the stream has failed to meet its end.

House Building Advance scheme

In G.O.(P)No. 505/2009/Fin dated 12.11.2009 Government have reintroduced the House Building Advance scheme to Government Employees in accordance with the provisions contained in Article 244 of KFC and amendments there after with the following further conditions:

Employees who own inhabitable home either in his/her name or in the name of spouse are not eligible for the Advance.

The applicant should have a minimum of 5 years completed service at the time of application.
The employees should have minimum 50 months of service left at the time of application.
Preference will be given to such applicants who have lesser service left for superannuation.
The admissible amount of loan shall be 50 times of basic pay subject to a maximum of Rs.10 lakhs.
The interest will be simple interest @ 8 % per annum.
Take over of existing bank loans shall not be allowed.
The House Building Advance will be limited only for purchase/construction of a house/ready built flat during the current financial year. The application should be in Form No.29 under Article 244 (c) of KFC.
The Head of the Departments (HODs) shall forward a statement of eligible applications in accordance with the Departmental seniority as per the conditions mentioned above in the prescribed proforma to Finance Department. Finance Department will prepare a state wise combined eligibility list from the eligibility list furnished by Head of the Departments. Furnishing of Department wise eligibility list by Head of the Departments and preparation of combined state wise eligibility list by Finance Department will be through web base computer processing. Government Orders sanctioning the HBA will be issued from Finance Department and allotment required for the same will be given to concerned Departments. The combined eligibility list will be prepared based on the budget provision earmarked to House Building Advance in each financial year.

The time frame for applying for House Building Advance is as follows.

സ്കൂള്‍ വിദ്യാര്‍ഥികള്‍ക്കുള്ള ഐഇഡി സ്കോളര്‍ഷിപ്പ്: പുതുക്കി നല്‍കല്‍ നിറുത്തലാക്കി

സ്കൂളുകളിലെ വികലാംഗ വിദ്യാര്‍ഥികള്‍ക്കുള്ള സ്കോളര്‍ഷിപ്പ് (ഐഇഡി സ്കോളര്‍ഷിപ്പ്) വിതരണത്തിന് വിദ്യാഭ്യാസ വകുപ്പിന്‍റെ പുതിയ നിര്‍ദേശം. പുതിയ നിര്‍ദേശമനുസരിച്ച് ഇനിമുതല്‍ ഐഇഡി സ്കോളര്‍ഷിപ്പ് പുതുക്കി നല്‍കുന്ന രീതി ഉണ്ടാവില്ല. എല്ലാ അധ്യയന വര്‍ഷവും മെഡിക്കല്‍ പരിശോധന നടത്തി വൈകല്യം സംബന്ധിച്ച് മെഡിക്കല്‍ സര്‍ട്ടിഫിക്കറ്റ് ഹാജരാക്കിയാല്‍ മാത്രമേ സ്കോളര്‍ഷിപ്പ് ലഭിക്കൂ. പുതിയ നിര്‍ദേശം ഈ അധ്യയന വര്‍ഷം മുതല്‍ പ്രാബല്യത്തില്‍വരുമെന്നും വിദ്യാഭ്യാസ വകുപ്പ് ജില്ലാ, ഉപജില്ലാ ഓഫീസുകളിലെത്തിച്ച ഉത്തരവില്‍ പറയുന്നു.

കഴിഞ്ഞ അധ്യയന വര്‍ഷം വ രെ സ്കൂള്‍ വിദ്യാഭ്യാസ കാലയളവില്‍ ഒരിക്കല്‍ മെഡിക്കല്‍ പരിശോധന നടത്തി സര്‍ട്ടിഫിക്കറ്റ് സമര്‍പ്പിച്ചാല്‍ തുടര്‍ന്നുള്ള മുഴുവന്‍ സ്കൂള്‍ പഠന കാലയളവിലും സ്കോളര്‍ഷിപ്പ് ലഭിക്കുമായിരുന്നു. സ്കൂളുകളില്‍ നിന്ന് മാറ്റമുണ്ടാകുന്പോള്‍ ഇക്കാര്യം വിടുതല്‍ സര്‍ട്ടിഫിക്കറ്റില്‍ പരാമര്‍ശിച്ചിരുന്നതിനാല്‍ തുടര്‍ന്നും സ്കോളര്‍ഷിപ്പ് ലഭിക്കുന്ന രീതിയായി രുന്നു നിലവിലിരുന്നത്.

ബ്ലോക്ക് തലത്തില്‍ പ്രവര്‍ത്തിക്കുന്ന റിസോഴ്സ് സെന്‍ററുകള്‍ (ബിആര്‍സി) വഴിയാണ് ഇപ്പോള്‍ മെഡിക്കല്‍ ക്യാന്പുകള്‍ നടത്തുന്നത്. ഇത്തരത്തില്‍ നടത്തുന്ന ക്യാന്പുകളില്‍ മെഡിക്കല്‍ ടീം നല്‍കുന്ന സാക്ഷ്യപത്രമാണ് സ്കോളര്‍ഷിപ്പിനുള്ള പ്രധാന മാനദണ്ഡം.

കുറഞ്ഞത് 40 ശതമാനം ശാരീരിക വൈകല്യമുള്ള വിദ്യാര്‍ഥികളെയാണ് ഐഇഡി സ്കോളര്‍ഷിപ്പിനായി പരിഗണിക്കുന്നത്. സ് കോളര്‍ഷിപ്പിന് അര്‍ഹരാകുന്നവര്‍ക്ക് വൈകല്യത്തിന്‍റെ അടിസ്ഥാനത്തില്‍ സ്കോളര്‍ഷിപ്പ് തുക നിര്‍ണയിച്ചുനല്‍കും. യാത്രയ്ക്ക് ബുദ്ധിമുട്ടനുഭവിക്കുന്നവര്‍ക്ക് യാത്രാസൗകര്യത്തിനടക്കം ആനുകൂല്യ ങ്ങള്‍ നല്‍കും.

പുസ്തകം, യൂണി ഫോം എന്നിവയ്ക്കുള്ള തുകയും സ്കോളര്‍ഷിപ്പില്‍പ്പെടുത്തി നല്‍കും. പരീക്ഷ എഴുതുന്നതിന് മറ്റൊരാളുടെ സഹായം ആവശ്യമുള്ളവര്‍ക്ക് ഇതിനുള്ള ചെലവും സ്കോളര്‍ഷിപ്പില്‍ ഉള്‍പ്പെടുത്തും. സാധാരണയായി 600 മുതല്‍ 2300 രൂപ വരെയാണ് സ്കോളര്‍ഷിപ്പിനത്തി ല്‍ വിദ്യാര്‍ഥികള്‍ക്ക് നല്‍കിയിരുന്നത്.

പുസ്തകമടക്കമുള്ള പഠന സാമഗ്രികള്‍ക്കായി നല്‍കുന്ന സ്കോളര്‍ഷിപ്പ് ഇക്കുറി അധ്യയന വര്‍ഷത്തിന്‍റെ പകുതി പിന്നിട്ടുവെങ്കിലും വിതരണത്തിന് എത്തിയിട്ടില്ലെന്നത് ശ്രദ്ധേയം.

ഇതിലുപരി കഴി ഞ്ഞ അധ്യയന വര്‍ഷത്തിന്‍റെ തുടര്‍ച്ചയായി ഇക്കുറിയും സ്കോളര്‍ഷിപ്പ് ലഭിക്കുമെന്ന് കരുതിയിരുന്നവര്‍ക്ക് മെഡിക്കല്‍ ക്യാന്പുകളില്‍ എത്താതിരുന്നതിനാല്‍ ഈ അധ്യയന വര്‍ഷം സ്കോളര്‍ഷിപ്പ് ലഭിക്കില്ല. എന്നാല്‍ ഇത്തരത്തില്‍ പരാതികള്‍ ഉണ്ടായിട്ടില്ലെന്നാണ് വിദ്യാഭ്യാസ വകുപ്പ് പറയുന്നത്

വിഎച്ച്എസ്ഇ ജിഎഫ്സി അധ്യാപകര്‍ക്ക് ഇരുട്ടടി
സംസ്ഥാനത്തെ വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറി സ്കൂളിലെ ജിഎഫ്സി അധ്യാപകരില്‍ ആഴ്ചയില്‍ ആറ് പീരിയഡ് ക്ലാസില്ലാത്തവര്‍ക്ക് 3500 രൂപ നല്‍കിയാല്‍ മതിയെന്ന് സര്‍ക്കാര്‍ ഉത്തരവിട്ടു.

കഴിഞ്ഞമാസം വരെ ജൂനിയര്‍ സ്കെയിലില്‍ 14,910 രൂപയും മറ്റാനുകൂല്യങ്ങളും നല്‍കിയിരുന്ന അധ്യാപകര്‍ക്കാണ് ഇനി മുതല്‍ 3500 രൂപ നിശ്ചിത തുകയായി നല്‍കിയാല്‍ മതിയെന്ന് സര്‍ക്കാര്‍ നിര്‍ദേശമെത്തിയിട്ടുള്ളത്. ഈ നിര്‍ദേശം സംസ്ഥാനത്ത് സര്‍ക്കാര്‍, എയ്ഡഡ് മേഖലയിലെ വിഎച്ച്എസ്ഇകളില്‍ ജോലി ചെയ്യുന്ന 212 അധ്യാപകരെ ബാധി ക്കും.

സര്‍ക്കാര്‍ മേഖലയില്‍ 160-ഉം എയ്ഡഡ് മേഖലയില്‍ 52-ഉം അധ്യാപകര്‍ക്കാണു പുതിയ നിര്‍ദേശം ഇരുട്ടടിയാകുന്നത്. സംസ്ഥാനത്ത് 246 വിഎച്ച്എസ്ഇകളില്‍ ജനറല്‍ ഫൗണ്േടഷന്‍ കോഴ്സ് (ജിഎഫ്സി) അധ്യാപകരുണ്െടങ്കിലും ഇവരില്‍ 34 പേര്‍ക്ക് ആഴ്ചയില്‍ ആറ് പീരിയഡിലധികം ജോലിയുണ്െടന്നതിനാല്‍ ഇവരെ പുതിയ നിര്‍ദേശം ബാധിക്കില്ല.

ഓള്‍ കേരള വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറി സ്കൂള്‍ ജിഎഫ്സി ടീച്ചേഴ്സ് അസോസിയേഷന്‍ ഹൈക്കോടതിയെ സമീപിച്ചതോടെ ഉണ്ടായ നിര്‍ദേശത്തിന്‍റെ പശ്ചാത്തലത്തിലാണ് പുതിയ ഉത്തരവ്. ഉത്തരവ് ലഭിച്ച സാഹചര്യത്തില്‍ ഈ മാസം മുതല്‍ നിര്‍ദേശമനുസരിച്ചാവും ശന്പളം നല്‍കുകയെന്ന് പ്രധാനാധ്യാപകര്‍ പറയുന്നു.

എയ്ഡഡ് മേഖലയില്‍ നേരത്തേതന്നെ പുതിയ നിര്‍ദേശത്തിലുള്ള 3500 രൂപയാണ് നല്‍കിയിരുന്നത്. 2100 രൂപയായിരുന്ന നിശ്ചിത തുക പുതുക്കിയതോടെയാണ് എയ്ഡഡ് മേഖലയില്‍ ജിഎഫ്സി അധ്യാപകര്‍ക്ക് 3500 രൂപ ലഭിച്ചിരുന്നത്. എയ്ഡഡ് മേഖലയില്‍ 2008 മാര്‍ച്ച് മുതല്‍ സെപ്റ്റംബര്‍ വരെ ശന്പള സ്കെയിലില്‍ പ്രതിഫലം നല്‍കിയിരുന്നതായും പറയുന്നുണ്ട്.

സര്‍ക്കാര്‍ സ്കൂളുകളില്‍ ഇതേ ജോലി ചെയ്യുന്നവര്‍ക്ക് 15,000-ത്തോളം രൂപ ലഭിക്കുന്പോള്‍ എയ്ഡഡ് മേഖലയില്‍ 3500 രൂപ നല്‍കുന്നതിനെ ചോദ്യം ചെയ്താണ് ഓള്‍ കേരള വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറി സ്കൂള്‍ ജിഎഫ്സി ടീച്ചേഴ്സ് അസോസിയേഷന്‍ കോടതിയെ സമീപിച്ചത്. ഇതേത്തുടര്‍ന്ന്് ആറു പീരിയഡില്‍ താഴെയുള്ള മുഴുവന്‍ ജിഎഫ്സി അധ്യാപകര്‍ക്കും 3500 രൂപ നിശ്ചിതതുകയായി ഏകീകരിച്ച് നിര്‍ദേശമെത്തുക യായിരുന്നു.

1983-84 അധ്യയനവര്‍ഷത്തില്‍ രൂപീകരിച്ച വൊക്കേഷണല്‍ ഹയര്‍ സെക്കന്‍ഡറി വിദ്യാഭ്യാസവകുപ്പിന്‍റെ 1995-ലെ നിര്‍ദേശപ്രകാരം മൂന്നു വിഭാഗങ്ങളിലായാണ് അധ്യാപകരെ വേര്‍തിരിച്ചിട്ടുള്ളത്.

ആഴ്ചയില്‍ 12 പീരിയഡിനു മുകളില്‍ ജോലി ചെയ്യുന്നവരെ ഫുള്‍ടൈം വിഭാഗത്തിലും ആറു മുതല്‍ പന്ത്രണ്ടു പീരിയഡുവരെ ജോലി ചെയ്യുന്നവരെ പാര്‍ട്ട്ടൈം വിഭാഗത്തിലും ആറില്‍ താഴെ മണിക്കൂര്‍ ജോലി ചെയ്യുന്നവരെ നിശ്ചിത വരുമാനമുള്ളവരുമായാണ് വേര്‍തിരിച്ചിരുന്നത്.

എയ്ഡഡ് മേഖലയിലും സര്‍ക്കാര്‍ മേഖലയിലുമുള്ള ജിഎഫ്സി അധ്യാപകരില്‍ ചിലര്‍ ഇപ്പോഴുണ്ടായിട്ടുള്ള സാഹചര്യം കണക്കിലെടുത്ത് നേരത്തേതന്നെ ഹയര്‍ സെക്കന്‍ഡറി വിഭാഗത്തിലേക്ക് മാറിയിരുന്നു. എയ്ഡഡ് മേഖലയില്‍ ജിഎഫ്സി അധ്യാപക രെ നിയമിച്ചത് താത്കാലികമായാണെന്നും നിശ്ചിത ശന്പളത്തിലാണെന്നും സര്‍വീസ് ബുക്കില്‍ രേഖപ്പെടുത്തിയിട്ടുണ്െടന്ന സര്‍ക്കാര്‍ ഉത്തരവിലെ പരാമര്‍ശം ശരിയല്ലെന്ന് അസോസിയേഷന്‍ ജനറല്‍ സെക്രട്ടറി ചന്ദ്രശേഖരന്‍ പറയുന്നു.

ഹയര്‍ സെക്കന്‍ഡറി പരീക്ഷാക്രമത്തില്‍ മാറ്റമില്ല

ഹയര്‍ സെക്കന്‍ഡറി പരീക്ഷാ ക്രമത്തില്‍ ഈവര്‍ഷം യാതൊരു മാറ്റവും പുതുതായി വരുത്തിയിട്ടില്ലെന്ന് ഹയര്‍ സെക്കന്‍ഡറി ഡയറക്ടര്‍ അറിയിച്ചു. കഴിഞ്ഞവര്‍ഷം ആദ്യമായാണ് ഒന്നാംവര്‍ഷ ഹയര്‍ സെക്കന്‍ഡറി പൊതുപരീക്ഷ നടന്നത്. അന്ന് ഒന്നും രണ്ടും വര്‍ഷ പരീക്ഷകള്‍ ഒരുമിച്ച് രാവിലെ പത്തു മുതലും എസ്എസ്എല്‍സി പരീക്ഷകള്‍ ഉച്ചയ്ക്കുശേഷവുമാണ് നടന്നത്. ഇത്തവണയും അതുപോലെ ഒന്നും രണ്ടും വര്‍ഷ പരീക്ഷകള്‍ ഒരുമിച്ചാണ് നടക്കുന്നത്.

ആദ്യമായി നടന്ന ഒന്നാംവര്‍ഷ പരീക്ഷയ്ക്ക് മൂന്നു വിഷയങ്ങള്‍ക്കുവരെ ഇംപ്രൂവ്മെന്‍റ് ചെയ്യാനുള്ള അവസരം ഓഗസ്റ്റില്‍ നല്‍കിയിരുന്നു. എന്തെങ്കിലും കാരണവശാല്‍ പരീക്ഷ എഴുതാന്‍ സാധിക്കാതെ വന്നവര്‍ക്ക് മുഴുവന്‍ വിഷയങ്ങള്‍ക്കും പരീക്ഷ എഴുതാനുള്ള അവസരവും നല്‍കിയിരുന്നു.

കഴിഞ്ഞവര്‍ഷം വരെ രണ്ടാം വര്‍ഷത്തിന് അടുത്ത സേ പരീക്ഷയുടെ കൂടെ ഒരു വിഷയത്തിനുമാത്രം ഇംപ്രൂവ് ചെയ്യാനുള്ള അവസരം നല്‍കിയിരുന്നു. 2004 മുതല്‍ 400 രൂപയാണ് ഇതിന്‍റെ ഫീസ്. ഈവര്‍ഷം ഒന്നാം വര്‍ഷത്തിന് ഒരു പേപ്പറിന് 125 രൂപയാണ് ഫീസായി വാങ്ങിയത്. മൂന്നു പേപ്പറിനും കൂടി 375 രൂപ. നേരത്തെ വാങ്ങിയിരുന്ന ഫീസിനേക്കാള്‍ കുറഞ്ഞ ഈ ഫീസ് വിദ്യാര്‍ഥികള്‍ക്ക് കൂടുതല്‍ ആനുകൂല്യം നല്‍കുന്ന നടപടിയാണെന്ന് ഡയറക്ടര്‍ അറിയിച്ചു.

Vocational Education in Kerala

Vocational Education chiefly aims at realizing the aspirations of the 10th standards, who desire to turn to job-oriented education. It was in 1983-84 that Vocational Education first came into existence with 19 VHS Schools as a terminal course at Higher Secondary Level. But the revision of the curriculum of this scheme equal to that of Pre-Degree was done in 1985-86
The Central Govt had admitted this systems as a centrally sponsored scheme during this time and had sanctioned financial assistance.
An independent directorate exclusively for the VHSE has been started in 1985. It situates at the Thiruvananthapauram. There are 7 Regional Offices of VHSE having jurisdiction of 2 revenue districts each,and they help in efficient administration and control of VHS Schools.
VHS Courses are being conducted in the Existing High Schools both in Government and Private (Aided) Sector . The Head of the Schools is redesignated as the Principal of VHS section for administrative convenience.
At present the total number of VHS Schools in our state is 389, out of which 248 are in Government sector and the rest 127 in the Private (Aided) sector. There are 45 VHS courses under different disciplines.
These courses were distributed to these 375 schools as 1000 sections. Each section is having an intake capacity of 33 students each year. The total intake capacity is 33,000 students every year.

പ്ലസ് വണ് പ്രവേശനത്തിനുള്ള അപേക്ഷാ ഫോമും വിശദ വിവരങ്ങളടങ്ങിയ പ്രോസ്പെക്ടസും സംസ്ഥാനത്തെ എല്ലാ സര്ക്കാര്/ എയ്ഡഡ് ഹയര് സെക്കന്ഡറി സ്കൂളുകളിലും വിതരണം തുടങ്ങി. പത്ത് രൂപയാണ് ഫോമിന് വില. മേയ് 20 വരെ പൂരിപ്പിച്ച അപേക്ഷ സ്വീകരിക്കും. ട്രയല് സീറ്റ് അലോട്ട്മെന്റ് ജൂണ് ഒന്നിനാണ്. ആദ്യ അലോട്ട്മെന്റ് ജൂണ് 10ന് തുടങ്ങും. മുഖ്യ സീറ്റ് അലോട്ട്മെന്റുകള് ജൂലൈ ആറിന് അവസാനിക്കും. ജൂലൈ എട്ടിന് ക്ലാസുകള് ആരംഭിക്കും.

ഗവണ്മെന്റ്/ എയ്ഡഡ് ഹയര് സെക്കന്ഡറി സ്കൂളുകളിലെ മെരിറ്റ് സീറ്റുകളിലും സംവരണ സീറ്റുകളിലുമാണ് ഏകജാലക സംവിധാനത്തിലൂടെയുള്ള അഡ്മിഷന്, മൈനോറിറ്റി കമ്യൂണിറ്റി, മാനേജ്മെന്റ് ക്വാട്ടാ സീറ്റുകളിലും അണ് എയ്ഡഡ് സ്കൂളുകളിലും ഉള്ള പ്രവേശനം ഈ ഏകജാലക സംവിധാനത്തി ല്പ്പെടില്ല.

അതത് ജില്ലയ്ക്കകത്തുള്ള ഇഷ്ടമുള്ള സ്കൂളുകളും സബ്ജക്ട് കോന്പിനേഷനുകളും വിദ്യാര്ഥികള്ക്ക് യഥേഷ്ടം തെരഞ്ഞെടുക്കുന്നതിന് ഒറ്റ അപേക്ഷ നല്കിയാല് മാതി. എത്ര ഓപ്ഷനുകള് വേണമെങ്കിലും വിനിയോഗിക്കാം. സ്കൂളുകളും സബ്ജക്ട് കോന്പിനേഷനുകളും മുന് ഗണനാക്രമത്തില് അപേക്ഷയില് രേഖപ്പെടുത്തണം. ഇതിനായി സ്കൂള് കോഡും സബ്ജക്ടും കോന്പിനേഷന് കോഡും ശ്രദ്ധയോടെ അപേക്ഷയില് എഴുതണം. ഒന്നിലധികം ജില്ലകളില് അപേക്ഷ സമര്പ്പിക്കുന്നതിന് വിലക്കൊന്നുമില്ല. അപേക്ഷ ജില്ലയിലെ ഏതെങ്കിലും ഒരു സ്കൂളില് സമര്പ്പിച്ചാല് മതി.

ഇക്കൊല്ലം അതത് സ്കൂളുകളില് ലഭിക്കുന്ന അപേക്ഷാര്ഥിയുടെ വിവരങ്ങള് ഡാറ്റാ എന്ട്രി നടത്തി ഹയര് സെക്കന്ഡറി ഡയറക്ടറേറ്റിലെ ജില്ലാതല അഡ്മിഷന് മോണിറ്ററിംഗ് സെല്ലിന് ലഭ്യമാക്കുന്നതിനുള്ള സംവിധാനം ഏര്പ്പെടുത്തിയിട്ടുണ്ട്. ഇഷ്ടപ്പെട്ട സബ്ജക്ട് കോന്പിനേഷനുകള് ഏതൊക്കെ സ്കൂളുകളില് ലഭ്യമാണെന്ന് ശ്രദ്ധയോടെ മനസിലാക്കിവേണം ഓപ്ഷനുകള് നിശ്ചയിക്കേണ്ടത്. താല്പര്യമില്ലാത്ത സ്കൂളുകളും സബ്ജക്ട് കോന്പിനേഷനുകളും അപേക്ഷയില് രേഖപ്പെടുത്താതിരിക്കണം.

കഴിഞ്ഞ വര്ഷം ജില്ലാ നോഡല് സെന്ററാണ് അഡ്മിഷന് നടപടികള് കൈകാര്യം ചെയ്തിരുന്നത്. എന്നാല്, അത് ഒഴിവാക്കി ഇക്കുറി ഹയര് സെക്കന്ഡറി ഡയറക്ടറേറ്റ് തലത്തില് ജില്ലാതല അഡ്മിഷന് മോണിറ്ററിംഗ് സമിതികള് രൂപീകരിച്ചിട്ടുണ്ട്. 14 ജില്ലകളിലേക്കും പ്രവേശന നടപടികള് ഡയറക്ടറേറ്റ് തലത്തില് നടക്കും. ഹയര് സെക്കന്ഡറി പ്രവേശന നപടികളുടെ നിര്വഹണത്തിന് സ്കൂള് തലത്തില് പ്രിന്സിപ്പല് കണ്വീനറായി അഞ്ചംഗ അഡ്മിഷന് കമ്മിറ്റിയുണ്ടായിരിക്കും.

സംസ്ഥാനത്തൊട്ടാകെ 729 ഗവണ്മെന്റ് ഹയര് സെക്കന്ഡറി സ്കൂളുകളിലും 529 എയ്ഡഡ് സ്കൂളുകളിലുമായി രണ്ടരലക്ഷത്തോളം പ്ലസ് വണ് സീറ്റുകളിലാണ് ഏകജാലക സംവിധാനത്തിലൂടെ പ്രവേശന ലഭിക്കുന്നത്.

പ്രവേശന യോഗ്യത

എസ്.എസ്.എല്.സി പുതിയ സ്കീമില് ഓരോ പേപ്പറിനും (ഉ+) ഡി പ്ലസ് ഗ്രേഡില് കുറയാതെ ലഭിച്ചവര്ക്കും പഴയ സ്കീമിലെ തത്തുല്യ മാര്ക്കുകാര്ക്കും അപേക്ഷ സമര്പ്പിക്കാം. സി.ബി.എസ്.ഇ, ഐ.സി.എസ്.ഇ, ടി.എച്ച്.എസ്.എല്.സി തുടങ്ങിയ തുല്യ യോഗ്യതയുള്ളവര്ക്കും അപേക്ഷിക്കാം. അപേക്ഷകര്ക്ക് 2009 ജൂണ് ഒന്നിന് 15 വയസ് പൂര്ത്തിയായിരിക്കണം. 20 വയസ് കവിയാന് പാടില്ല. കുറഞ്ഞ പ്രായപരിധിയില് ആറ് മാസം വരെ ഇളവ് അനുവദിക്കാന് ഹയര് സെക്കന്ഡറി ഡയറക്ടര്ക്ക് അധികാരമുണ്ട്. പട്ടികജാതി/ വര്ഗക്കാര്ക്ക് ഉയര്ന്ന പ്രായ പരിധിയില് രണ്ടു വര്ഷം വരെ ഇളവ് അനുവദിക്കും. അന്ധ/ ബധിര വിദ്യാര്ഥികള്ക്ക് 25 വയസുവരെയാകാം. സേ പരീക്ഷയെഴുതി പാസാകുന്നവര്ക്കും പ്ലസ്വണ് പ്രവേശനത്തിന് അവസരം നല്കും.

പ്രവേശന മാനദണ്ഡം

ഓരോ വിദ്യാര്ഥിയുടെയും വെയിറ്റഡ് ഗ്രേഡ് പോയിന്റ് ആവറേജ് (ഢഏജഅ) കണക്കാക്കിയാണ് പ്രവേശനത്തിന് അര്ഹത നിശ്ചയിക്കുന്നത്. ആദ്യ യോഗ്യതാ പരീക്ഷയില് ഓരോ വിഷയത്തിനു ലഭിച്ച ഗ്രേഡുകളുടെ ഗ്രേഡ് പോയിന്റ് കണ്െടത്തും. തുടര്ന്ന് ആകെ വിഷയങ്ങള്ക്ക് ലഭിച്ച ഗ്രേഡ് പോയിന്റുകളുടെ തുകയായ ടോട്ടല് ഗ്രേഡ് പോയിന്റ് കണക്കാക്കും. ഇതോടൊപ്പം ഹയര് സെക്കന്ഡറി പഠനത്തിന് വിദ്യാര്ഥി തെരഞ്ഞെടുക്കുന്ന വിഷയ കോന്പിനേഷനുകള്ക്കനുസരിച്ച് യോഗ്യതാ പരീക്ഷയിലെ ചില വിഷയങ്ങള്ക്ക് വെയിറ്റേജ് നല്കും. ഇങ്ങനെ വെയിറ്റേജ് ലഭിക്കുന്ന വിഷയങ്ങളുടെ ഗ്രേഡ് പോയിന്റുകള് പ്രത്യേകം കൂട്ടുന്നു. കൂടാതെ അര്ഹതയുടെ അടിസ്ഥാനത്തില് ബോണസ് പോയിന്റുകള്/ മൈനസ് പോയിന്റുകള് കൂടി ലഭ്യമാക്കിയാണ് വെയിറ്റഡ് ഗ്രേഡ് പോയിന്റ് ആവറേജ് നിശ്ചയിക്കപ്പെടുന്നത്. തെരഞ്ഞെടുപ്പു പ്രക്രിയയുടെ വിശദവിവരങ്ങള് പ്രോസ്പെക്ടസിലുണ്ട്. സയന്സ്, ഹ്യൂമാനിറ്റിസ്, കോമേഴ്സ് ഗ്രൂപ്പുകളിലായി ഹയര് സെക്കന്ഡറി പഠനത്തിന് ലഭ്യമായ സബ്ജക്ട് കോന്പിനേഷനുകളും ഗ്രൂപ്പ് തിരിച്ചുള്ള സബ്ജക്ട് കോന്പിനേഷുകളും അവയുടെ കോഡുകളും ഓരോ കോന്പിനേഷന് തെരഞ്ഞെടുക്കുന്പോഴും വെയിറ്റേജ് ലഭിക്കുന്ന എസ്.എസ്.എല്.സി വിഷയങ്ങളും പ്രോസ്പെക്ടസില് കൊടുത്തിട്ടുണ്ട്.

അലോട്ട്മെന്റ്

ആദ്യ അലോട്ട്മെന്റ് ലിസ്റ്റ് പ്രസിദ്ധീകരിക്കും മുന്പ് ട്രയല് അലോട്ട്മെന്റ് നടത്തി ലിസ്റ്റ് ംംം.വരെമു.സലൃമഹമ.ഴീ്.ശി എന്ന വെബ്സൈറ്റില് പ്രസിദ്ധീകരിക്കും. അപേക്ഷാ വിവരങ്ങളില് തെറ്റു തിരുത്താനും തെരഞ്ഞെടുത്ത സ്കൂളുകളും സബ്ജക്ട് കോന്പിനേഷനുകളും ഉള്പ്പെട ഓപ്ഷനുകളില് മാറ്റം വരുത്താനും ഈ ഘട്ടത്തില് സമയം നല്കും. ഇതിനു ശേഷമാണ് ആദ്യ അലോട്ട്മെന്റ് നടത്തുക. അഞ്ച് അലോട്ട്മെന്റുകളടങ്ങുന്ന മുഖ്യ അലോട്ട്മെന്റ് പ്രക്രിയയ്ക്കുശേഷം ഒഴിവുള്ള സീറ്റുകളിലേക്ക് സപ്ലിമെന്ററി അലോട്ട്മെന്റുകളും ഉണ്ടാവും.

ഒന്നാം ഓപ്ഷന് പ്രകാരം അലോട്ട്മെന്റ് ലഭിക്കുന്ന വിദ്യാര്ഥികള് ഫീസ് നല്കി സ്ഥിരപ്രവേശനം നേടണം. താഴ്ന്ന ഓപ്ഷനില് അലോട്ട്മെന്റ് ലഭിക്കുന്നവര് താത്കാലിക പ്രവേശനം നേടിയാല് മതി. താത്കാലിക പ്രവേശനത്തിന് ഫീസടയ്ക്കേണ്ടതില്ല. ഹയര് ഓപ്ഷന് ലഭിച്ചാല് താത്കാലിക പ്രവേശനം നേടിയ സ്കൂളില്നിന്ന് അസല് സര്ട്ടിഫിക്കറ്റുകള് നേടാം. മുഖ്യഅലോട്ട്മെന്റുകള് കഴിയുന്നതുവരെ ഇങ്ങനെ താത്കാലിക അഡ്മിഷനില് തുടരാം. അപേക്ഷകന് നല്കിയ ഏതെങ്കിലും ഒരു ഓപ്ഷനില് അലോട്ട്മെന്റ് ലഭിച്ചാല് അലോട്ട്ചെയ്ത ഓപ്ഷനുശേഷമുള്ള (ലോവര് ഓപ്ഷന്സ്) എല്ലാ ഓപ്ഷനുകളും തനിയെ റദ്ദാകും. എന്നാല്, ഹയര് ഓപ്ഷനുകള് സ്ഥിരപ്രവേശനം നേടുന്നതുവരെ നിലനില്ക്കും.

ഒന്നില്ക്കൂടുതല് ജില്ലകളില് അപേക്ഷിച്ചവര്ക്ക് ഒരേ സമയം പല അലോട്ട്മെന്റ് ലഭിച്ചാല് ഏതെങ്കിലും ഒരു ജില്ലയില് പ്രവേശനം നേടി മറ്റു ജില്ലകളിലെ ഓപ്ഷനുകള് റദ്ദാക്കാം. പ്രവേശനം നേടിയ ജില്ലയില് ആവശ്യമെങ്കില് ഹയര് ഓപ്ഷന് ലഭിക്കുന്നതുവരെ താത്കാലിക അഡ്മിഷനില് തുടരുകയുമാവാം.

ഫീസ്

ഹയര് സെക്കന്ഡറി മെരിറ്റ് സീറ്റുകളില് ട്യൂഷന് ഫീസ് ഇല്ല. ലബോറട്ടറി സൗകര്യം ആവശ്യമുള്ള വിഷയങ്ങള്ക്ക് 25 രൂപ വീതവും സയന്സ് ഗ്രൂപ്പില് കോഷന് ഡിപ്പോസിറ്റായി 100 രൂപയും ഹ്യുമാനിറ്റീസ്, കോമേഴ്സ് ഗ്രൂപ്പുകള്ക്ക് കോഷന് ഡിപ്പോസിറ്റായി 75 രൂപയും അടയ്ക്കണം. അഡ്മിഷന് ഫീസ് ഉള്പ്പെട മറ്റ പലവക ഇനങ്ങളിലായി 130 രൂപ കൂടി നല്കേണ്ടതുണ്ട്. എയ്ഡഡ് സ്കൂളുകളിലെ മാനേജ്മെന്റ്/ കമ്യൂണിറ്റി സീറ്റുകളിലേക്കു പ്രവേശനം നടത്തുന്നതിനുള്ള അധികാരം അതത് മാനേജ്മെന്റുകള്ക്കാണ്. ഈ സീറ്റുകളിലേക്ക് അതത് സ്കൂളുകളില് നിന്നു പ്രത്യേകം ഫോം വാങ്ങി അപേക്ഷ സമര്പ്പിക്കണം.

ഹെല്പ്പ് ഡെസ്കുകള്

അപേക്ഷാഫോം ശ്രദ്ധാപൂര്വം പൂരിപ്പിക്കേണ്ടതുണ്ട്. ഇഷ്ട വിഷയങ്ങളുള്ള സമീപ പ്രദേശത്തെ സ്കൂളുകളുടെ ലിസ്റ്റ് തയാറാക്കി മുന്ഗണനാക്രമത്തില് ഓപ്ഷന് നിശ്ചയിക്കണം. സ്കൂള്, സബ്ജക്ട് കോന്പിനേഷന് മുന്ഗണന ഉറപ്പുവരുത്തിയശേഷം ഫോം പൂരിപ്പിക്കുന്നത് ഉചിതമായിരിക്കും.

The history of VHSE dates back to 1991, when it was started in the aided sector. The teething troubles confronted by the non vocational lecturers of the VHSE are not yet fully tided over. However, the Non Vocational Lecturers Association (NVLA), the brainchild of Mr. Shaji Parippally, has bailed the teaching community out of many a crisis / has resolved many a crisis that loomed large before the non vocational lecturers. The founder and General Secretary of this vibrant organization, Shaji Parippally, rules the roost. The organization was formally registered in 1997 (Reg. No. GO (RT) No.1151/97/G. Edn dtd 5/4/1997) though it took shape as early as 1992.

The first formal meeting of the NVLA was well-attended and P.K.Roy, K.P.Joseph, Mathew, Babu Vadanappally, M.P.Manoj, Jayamohan K.P., Jeevan K.P., Ismail, Ganeshkumar, Jayamohan, Sasikumar, Binu P.Thayil, Mohandas N.V., Hena, Usha etc were among those assembled, to name a few. The meeting was held at KSM VHSS, Edavattom. The meeting was convened to plan agitation against the Rs.1000/ consolidated pay that was offered to the lecturers. The organization has gone from strength to strength ever since it’s inception in 1992 and has been at the forefront of establishing the rights of non-vocational lecturers.

Appointed on a consolidated pay of Rs.1000/- per month, a measly amount for the huge task before them, the non-vocational lecturers had a bitter breaking in. The agitation for a scale of pay is a landmark in the glorious march of this organization. The members of the organization staged an indefinite hunger strike before the Government Secretariat in Thiruvananthapuram from 4/7/1995. The adamant stance of the striking teachers led to the announcement of the scale of pay of Rs.2000-3000/- by the then Minister for Education Sri. E.T. Mohammad Basheer. However, increment was not sanctioned along with that. So the organization appealed before the government and had an increment sanctioned through Circular No. 58119/T397/dated 18/3/1998. When the vocational lecturers were given a scale of 2060 – 3200, the non vocational lecturers were given only the scale 2000 – 3000. The NVLA demanded parity in pay scales and after many representations were submitted to the concerned authorities the scale was elevated with the basic pay of Rs.6675/- on par with that of Higher Secondary School Teachers and vocational lecturers.

Notional fixation, commencement of PF and sanctioning Pay Revision Arrears are just a few of the feathers in our cap.

The organization filed an O.P. with the Honorable High Court of Kerala, and thereby the government has agreed to consider favorably the case of those who worked at Rs.1000/- per month. Through GO (RT) 990/2001/dated 15/3/2001 it was declared that the period would be regarded as countable service with all benefits with the exclusion of only monetary advantage.

PF is essential to ensure the continued financial security of employees. The NVLA through its various petitions demanded for the commencement of PF and through GO (MS) 419/2000/dated 11/12/2000 the government issued orders for the same.

It is only proper to fight for ones rights and to claim what is rightfully yours. In 1997 Pay Revision Arrears was credited to the PF accounts and for those who had not started contributing to the PF, the amount would be kept pending with the exchequer. O.P. was filed with the Honorable High Court of Kerala, and the Court ordered the government to pay the arrears in cash.

A major breakthrough is the favorable orders regarding the post of Principal and Time bound Higher Grade from the High Court of Kerala, though the final decision is pending with the government of Kerala.

VISION STATEMENT

Vocationalization of education is a concept accepted world over. In other states of our country the course is being conducted without traditional subjects. When it comes to Kerala, a state with highly enlightened people, it has to be conducted in a different manner. Addition of traditional subjects to the vocational curriculum has added to the burden of students. It has to be modified according to the demands of the modern globalized world. Curriculum revision is the need of the hour.

Many of the courses conducted currently are designed to meet the challenges of the 80s and 90s. In that sense many of the courses have lost its significance/relevance/have become redundant. At the same time, the traditional form of Higher Secondary Education which includes Arts, Science and Commerce streams has to be strengthened. The Department should come under Higher Secondary Education and there should be a separate wing for vocational education within that. Only those who really opt for vocational education should go for it. The present trend of students undergoing VHSE and trying out courses in traditional education shows that the stream has failed to meet its end.
